Justice, seized by the CGT, had decided to close the factory because of the measures considered insufficient vis-à-vis the Covid-19.

After being forced by the courts to close two weeks due to measures deemed insufficient against the Covid-19, the Renault factory in Sandouville (Seine-Maritime) will be able to resume production of commercial vehicles on Friday morning.

According to FO and CFE-CGC, management announced the reopening of the Sandouville factory during a CSE held on Wednesday on this site which has 1,848 permanent employees.

Seized by the CGT, the Havre court had condemned in summary procedure the car manufacturer judging the protective measures against coronavirus insufficient. The resumption of production "does not ensure the safety of workers in the factory against the risk associated with Covid-19," said the interim order.

The union criticized Renault for not having completed the risk assessment process with the resumption of production. "There are general measures, of course, [...] but this risk assessment is completely insufficient because it does not concern all work stations", explained in particular the CGT.

The closure decision had been criticized

And to denounce distances of less than a meter on certain workstations, the duration of wearing the mask on production lines, the problems of disinfection of workstations…

This decision of the court violently criticized including by Bruno Le Maire, the Minister of the Economy was however in the wake of the first convictions in summary proceedings of companies like La Poste or Amazon France for non-compliance with preventive measures.

The judge having considered that the staff representatives had only been informed and not formally consulted on the measures implemented in the factory. In addition, the health, safety and working conditions commission (CSSCT) of the site of the Renault Sandouville establishment had not been convened, even though it was an important project modifying working conditions.

Justice had asked the company to resume at the starting point the information procedure consultation of the CSE. This conviction was accompanied by a penalty payment of € 3,000 per recorded violation and per day of delay.

“It starts again from the night of Thursday to Friday. It's eight days worked lost just for formalism, “lamented Gilles Henri CFF-CGC delegate to Renault Sandouville. According to him, as for Fabien Gloaguen, FO delegate, the announcement of the reopening is "a relief". "The health protocol has not changed an iota," said the FO delegate. We just added a line on psychosocial risk analysis on this document. "

However, the plant may not have ended in trouble. For several months, it has been the subject of a preliminary investigation opened by the Havre public prosecutor's office for abusive use of temporary workers.

Towards plant closings?

In the meantime, this decision to reopen Sandouville comes when the company which has just obtained a guaranteed loan of 5 billion euros could, according to information Canard Enchaîné, close four sites in France, as part of a plan savings of 2 billion euros to be announced on May 29.

According to the weekly, the factories of Choisy-le-Roi, Dieppe and the Foundries of Brittany are concerned first. In Flins, in the Yvelines, the factory could stop car production as such (the ZOE and the Nissan Micra are currently assembled there) for the benefit of other activities which would be transferred to it.

In addition, the manufacturer rhombus, which is plagued by the collapse of the automobile market, has also just announced that it would cut 400 of the 3,200 jobs from its Novo Mesto factory in Slovenia which produces the Twingo.
