Anses $ 10,000 bonus: the second batch will reach 9 million beneficiaries

This week the government will publish the decree that extends the Emergency Family Income (IFE), which enables a new payment by the Anses of the $ 10,000 bond . Over the weekend, Economy Minister Martín Guzmán confirmed that the second batch will have the same amount as the previous one and will reach 9 million beneficiaries.

Through a series of tweets, Guzmán confirmed the points that were not yet clear regarding the second round of the IFE: the amount and number  of beneficiaries. Last week, Cabinet Chief Santiago Cafiero anticipated that "the second IFE payment would" probably "also be $ 10,000. But it also left the door open so that the number of beneficiaries was less, since this time the implementation would be by "geographical area". This implied that considering that the quarantine goes through different phases throughout the country, it was being studied whether the second round of the IFE would even reach those provinces where it is already allowed to resume activity. "There are provinces that are already working with an opening of normality. Perhaps other management programs more in line with their reality are being reinforced there," official sources said in consultation with this newspaper.

"Given the extension of preventive, social and compulsory isolation and in the face of the impact that this generates on household income, we decided to pay the IFE again for a value of $ 10,000 . This measure will reach 9 million people, " tweeted the Saturday Guzmán. In this way, it confirmed that the universe of beneficiaries of the second batch will be the same as that of the first. "Anses will shortly report the details of the implementation of this measure," the minister wrote.

Strictly speaking, Anses has so far registered 8.3 million beneficiaries . There are another 400,000 people who still have no assigned payment headquarters and a similar number of cases that were initially rejected and are now under review.

Of those 8.3 million already within the IFE, almost a million have still not received, despite the fact that the quarantine has been in place for 10 weeks.

It is expected that this week the decree will be published to make the second batch official and to establish what the payment schedule will be

This Wednesday , June 3,  the payment schedule established by Anses for the first batch of the bonus ends. The second batch will start once the first batch is finished. It is difficult in three days to get to collect the million people who could not yet do so. This opens up the chance that the schedule will be extended or that some beneficiaries will receive  the two payments together .

With the extended quarantine, the government made it clear that the payment of the $ 10,000 bond is a fundamental part of the social care strategy in the face of the pandemic. A joint report by the Head of the Cabinet and the Economy details that the first round of the IFE "has managed to prevent between 2.7 and 4.5 million people from falling temporarily into poverty ." The IFE reaches 89% of the poorest decile of the population. This implies that paying the first installment of the $ 10,000 bond would have prevented between 5 and 6 percentage points of increased poverty. In the case of indigence, the impact would be between 4 and 7 percentage points, according to the official report.

Taking into account the effect of all the transfers covered by the Universal Child Allowance (AUH), the Universal Pregnancy Allowance (AUE), the Alimentar plan, the bonus granted to retirees in the summer and the IFE "generates an even more powerful containment network that avoids 6 and 8 percentage points of increase in poverty and between 6 and 10 points of increase in indigence," the document points out.

This Monday continues the payment for those who have chosen their means of collection between April 16 and 20. And for those who have their DNI ending in 8 and the initial of the last name is between M and Z.
