The government would seek to recover some of this sum from insurers to reimburse part of the $ 31 billion in health insurance losses. The operation would be carried out via an exceptional one-off contribution, which could be taken twice, according to the newspaper Les Echos which revealed the information this Monday evening.

The idea had germinated in the minds of Olivier Véran and Gérald Darmanin in the midst of the crisis, stressing to insurance professionals that they "cannot in any way derive an economic benefit from this crisis", as it had been to them. specified in a letter.

According to the business daily, during a meeting in July, the three families of complementary organizations (insurers, provident institutions and mutual societies) were warned of the executive's desire to include this “one-off tax” in the next one. Social Security budget, which will be voted in the autumn by parliament.

Counter-proposal of complementary Health

The technical modalities were not defined by the government, which turned to the administration of Social Security. The latter would consider a mechanism similar to the additional solidarity tax (TSA). The deduction is made on health insurance contracts, and can sometimes be deducted twice from so-called "responsible" contracts.

The complementary health wants to believe in another scenario. According to Les Echos, they would propose to the State a tax on the part of their 2020 “health” result which will exceed the average of the last three years. The system would then be more "balanced" on the means of each of the companies involved. Insurance professionals fear indeed a "catching up of care" of the French post-crisis.
