The relaunch of the ProCreAr plan that the President made last Tuesday, includes a different characteristic compared to the program in its previous versions: the formula for adjusting the credits to access the construction and renovation of houses.
In this case, the Ministry of Territorial Development and Habitat implemented a formula for updating loan installments that was approved on Friday by the ProCreAr executive committee. The new adjustment formula is called HogAr and it replaces the UVA system, created under Mauricio Macri's administration, which had an adjustment for inflation and had been questioned. From now on, the fees will increase according to the Salary Variation Cohefficient (CVS), with a cap of 2%.
" In the months in which wages beat inflation, fees will be adjusted by the Reference Stabilization Coefficient (CER)" published by the Central Bank and which reflects the evolution of inflation, explained Luciano Scatolini, undersecretary of Land and Urbanism Policy.
In addition to the adjustment formula, an interest rate will be applied that will be segmented according to the possibilities of those who take the credits. In principle, for those beneficiaries from lower socioeconomic levels, the rate starts at 0.5% but it is not yet defined what the ceiling will be. It is ruled out that they will be much lower than those that exist in the market, Scatolini said. And he commented that every month, that formula will be published on the ministry's page.
Meanwhile, officials are working on a resolution that will be published in the Official Gazette, explaining how the adjustment formula will be implemented.
Waiting for the mortgages
For now, two of the nine planned credit lines have been launched. They are the "microcredits" and "spare parts" of the house and so far they have totaled 82 thousand registrations. The next lines will be known from the last week of August and until mid-October, Scatolini estimated. There are still no details of how the mortgage loans will be to build.
As a complement to the ProCreAr Plan, this Friday, the National Urban Land Plan was officially announced . It was in the North Hall of the Government House, with the presence of the Chief of Staff, Santiago Cafiero and the ministers Eduardo de Pedro and María Eugenia Bielsa.
The National Land Plan, created by Resolution 19/2020 of the Ministry of Territorial Development and Habitat, “seeks to link land policy with territorial development to build more compact, equitable and accessible cities, under the conviction that a policy of Virtuous habitat can only be effective if it is accompanied by proper land management, ”said Bielsa's portfolio.
The plan, which aims to articulate with provincial and municipal governments, has four programmatic axes: the National Land Production Program, the National Training and Technical Assistance Program, the Intersectoral Table for Land Policy and the National Observatory for Access to Land. Floor.
The benefits of this new initiative "include the expansion of access to urban land for families throughout the country , improvement in habitat policies with the generation of land for housing construction, agreements between the State and landowners for the development of urban agreements and the promotion of roots in each locality of the country ", stated the ministry.
