Corsica: the chamber of commerce proposes a stimulus plan of 2.5 billion euros

The Corsican Chamber of Commerce and Industry (CCI) proposes to the government a plan to revive the island economy of 2.5 billion euros over five years, warning that up to 6,000 jobs are threatened on the island due to the Covid-19 epidemic. With 340,000 inhabitants, " Corsica was the region most affected by the crisis ", assures the CCI, estimating that of the 6,000 jobs threatened, 3,000 are " over the next six months " especially in tourism. However, this sector has “ between 8,000 and 11,000 jobs per year ” and weighs “ 24% of the gross domestic product ” of the island “ excluding transport activity ”, she continues.

In a 108-page document, made public on Monday and sent to the Minister of the Economy Bruno Le Maire and to the Minister of Territorial Cohesion Jacqueline Gourault, the CCI distinguishes two phases in this economic recovery plan. The first, from July 2020 to April 2021, should support the resumption of post-Covid-19 economic activity and the second, from September 2020 to 2025, should make it possible to " build a resilient Corsican economic model, generating jobs and 'activities '.

The first phase includes 12 measures, including six priorities for a total budget of 540 million euros, including measures to promote " the extension of tourism activity in 2020 to make up for some of the financial losses linked to the period of confinement ".

The second includes 58 measures, 16 of which are priorities for a budget of two billion euros, notably with support for innovation, the development of sustainable tourism sectors, cultural and creative industries and nautical sports. It also provides for the creation of a “ water management ” sector or the transformation of waste management and the circular economy into a “ lever for the preservation of the environment ”.

This plan, which is intended to be financed by national and European funds, is based on a survey by Ernst & Young among 1,746 Corsican companies. Calling Bruno Le Maire to “ quickly engage ” in concertation work, the president of the CCI, Jean Dominici believes that “ the economy of Corsica will not be able to do without the specific support it deserves, nor this reform that it deserves. she aspires ”.
