In these last days of summer, the president of the Île-de-France and IDFM Region, Valérie Pécresse, has started a new phase of negotiations with the Castex government to try to answer this delicate question.

At the beginning of August, for the second consecutive month, the Île-de-France region had not paid its financial contribution to the RATP and the SNCF Transilien, following differences of opinion with the State on compensation. of the public transport deficit. Since then, dialogue seems to have resumed on a better basis with the government.

A refundable advance as for Air France

Concretely, Valérie Pécresse wants the shortfall linked to the loss of passenger revenue, estimated at 1.6 billion euros during the confinement period from mid-March to mid-May, to be able to be compensated by the State. To finance these abysmal revenue losses, the Region asked the State for a refundable advance, explained the president of Île-de-France on France Inter this Monday morning. Île-de-France Mobilités made a " constructive proposal ", indicates the president of the region: " that the State grants us, as it did for Air France, a repayable advance with a deferred repayment ".

Valérie Pécresse insisted on the need to make significant investments starting in the summer (and not in the fall) in order to maintain the schedules of the new lines and the renewal of equipment. This advance would make it possible " not to postpone " the region's investments in transport to satisfy Ile-de-France residents despite the pandemic: " We have ordered from Alstom, Bombardier, Iveco, electric buses, trams, new trains ( ...) for the renovation of RER B and RER D; we will have the new generation RER arriving in December ”. A system of advances repayable over twenty years is in particular being studied, with a deferred repayment over ten years, ie from 2030, thanks to the increase in future traffic.

No increase in the Navigo pass in September

" We are not going to ask Ile-de-France residents for more on the Navigo pass to finance a Covid debt ," hammered the president of the Region, specifying that the pass will not increase in September and " certainly not in January ". Last June, the president said that without state support, the Navigo card would have to be increased by 20 euros to pay off the debt.

Deserted during confinement, public transport in the Ile-de-France region has not yet returned to its pre-crisis levels of frequentation. IDFM indicates that more than three months after the deconfinement, 40% of the 9.5 million travelers who usually use the SNCF and RATP networks are still missing.

In addition, the President of the Region mentioned the RER B and D automation plan, which will allow “ the passage of more RER in the tunnel ”. The call for tenders for the Nexteo project should begin before the end of the year.
