The Central Bank announced that consumption in dollars with a credit card will be counted within the limit of 200 dollars per month that people are allowed to purchase.

Likewise, another 35% will be added to the Country Tax (30% surcharge) on account of Profits or Personal Assets.

From this it follows, on the one hand, that

payments for streaming services will be deducted from

the monthly quota to acquire the US currency.

And, on the other hand, that the payments of these services will have another surcharge of 35% on the official dollar that is added to the current one of 30%.

The measure will impact dollarized services such as 

Netflix, Spotify,

 Apple tools, Google Play and PlayStation games.

Not so in pesified services like 

Amazon Prime Video.


For example: a basic

Netflix

service

costs $ 3.64 and a basic premium Spotify service costs $ 1.89.

The sum of both gives 5.53 dollars per month.

If you pay for this service, you will be authorized to buy

$ 194.47

in the month

In its regulations, the Central Bank established that this will be from September 1, 2020, when payments made for consumption in foreign currency with credit or debit cards will be taken into account of the monthly quota.

The BCRA also reported that there will be no limit on consumption with cards (debit and credit) and

when monthly expenses exceed the quota, they will absorb that of subsequent months.

Through a statement, the agency added that

the deduction of the limit will be applied at the beginning of the month following the consumption

with a credit card in foreign currency.

On December 15, the Government had implemented the 30% tax on purchases made abroad, which

included those streaming services

that are based abroad.

Until now, it worked like this:

the consumer pays with a card for a streaming service in dollars, for example Spotify;

then -in the end-of-month summary- your account is debited in pesos to the official dollar and 30% of the PAIS tax is added to that.

From now on, both the purchase of dollars and the consumption with a card will be achieved

by a payment of 35% on account of the Income or Personal Property Tax.

In other words, 30% of the PAIS tax and 35% of Profits and BBPP must be added to the value of the retail dollar. The advance on Profit account had already been used in the stocks that governed between 2011 and 2015

Now, the current price of the retail dollar is almost 80 pesos.

This would give an exchange rate of 132 pesos.

Why?

Because the retail change ($ 80) is added 30% of the PAIS tax ($ 24) and $ 28 of Profits.

Thus, if I have Spotify ($ 1.89) the monthly purchase will be debited in pesos translated at the official exchange rate (this Tuesday closed at $ 79.35),

plus 30% of this price ($ 23.80) and -a from now on- plus 35% ($ 27.77).

That is, we will pay those $ 1.89 at the price of $ 130.92:

 a total of $ 247.43.
