and company executives that had entered the Work and Production Assistance (ATP) program
were restricted to buying dollars
.
Today Central Bank spokesmen clarified that the disqualification "also applies to workers who received that benefit."
The ATP, which is now in its sixth edition, is a program devised by the Government to cover up to 50% of the salaries of companies affected by the quarantine.
In this way,
the universe
of people who are excluded from the quota of US $ 200
continues to expand.
Also left out are those who charge social plans, those who do not have declared income, monotributistas who obtained credits at a 0% rate and those who have quotas frozen mortgage or pledge loans, among others.
What has not yet been clarified is whether the disqualification is valid for all workers who ever received this salary supplement from the State, or only for those who received it with the collection of the last salary, that of August.
The restriction for business owners entering the ATP
extends for one year
, so it would not be surprising if the same criteria had been applied to employees.
In August, more than 165,000 companies accessed the benefits that allowed them to pay the salaries of
1.7 million workers.
In the first round of the ATP, 2.2 million were benefited.
Thus, depending on the criteria - if all those who ever received or only those who received it with the last salary are disqualified - the batch of those disqualified
will be around 2 million people.
Yesterday began the registration of companies that want to receive the ATP6, with state assistance for the payment of September salaries.
In addition, this week the banks began to inform their clients that they
were unable
to purchase dollars, without specifying the reason.
One of the reasons that prevent the use of the US $ 200 quota is to have entered into the
automatic refinancing of credit card balances
that took place in April by order of the Central Bank.
From the entity they clarified that the people who entered the refinancing -which implied paying the balance of April in 9 fixed installments- but canceled the installments in advance,
they will be enabled to buy dollars.
