The Central Bank clarified today that the super stock will be stricter than expected.

Now neither will private workers have access to the US $ 200 quota to whom the State, through the Work and Production Assistance program (ATP), has paid part of their wages during the quarantine.

These are the 10 keys to know who is enabled and who is not to use the monthly quota of US $ 200.

Who can NOT buy

Employees with ATP

The workers of private companies that received aid from the State for the payment of salaries are disqualified from buying.

It does not matter if the ATP was April or August, the last one paid so far.

With having collected it only once, they are left out.

Monotributistas with zero rate credits

The monotributistas who qualified for the zero-rate loans that the AFIP launched through the banks cannot operate with the official dollar until they have paid the 12 installments of the credit received.

Beneficiaries of social plans

Those who receive the Emergency Family Income (IFE) or the Universal Child Allowance (AUH) or another social plan from the Government will no longer be able to use the quota of US $ 200. This is because from now on the banks will cross data with ANSES to check who is disabled to perform this operation.

People without declared income

With the new restrictions, people who have no income will not be able to buy, either because they are unemployed, are black workers, students or housewives.

Who have quotas frozen

This restriction is valid for those who have mortgages or pledges whose installments were frozen at the beginning of the pandemic and postponed to be paid at the end of the loan.

Until they catch up, they won't be able to use the $ 200 quota.

Those who refinanced the card balances

In April, the Central Bank ordered that unpaid balances on credit cards for that month would be automatically refinanced with a three-month grace period, at a rate of 40%, and would be paid in 9 fixed installments.

Many users who paid what they could that month, had breakfast the month after they had entered automatic refinancing.

And now they are learning that they will not be able to buy dollars until they have paid all the fees.

The same happens with the unpaid balances of September, since the Central decided to reissue the measure this month.

The only way to buy again is to make an early cancellation of the remaining installments.

Those who spent more than US $ 200 with a card

As of September 1, card expenses in dollars are computed within the monthly quota of US $ 200. So whoever spent US $ 20 on Spotify, Netflix and Apple subscriptions, the following month will be able to buy only US $ 180. But whoever bought a cell phone via e-commerce for US $ 800 will no longer be able to buy dollars for the next four months.

The situation will be more complex when trips abroad are enabled and the US $ 2000 spent in 10 days in Uruguay means not being able to use the quota for the next 10 months.

Who can buy

Public employees

Public sector workers receive 100% of their salary from the State.

Even so, as they are not part of the ATP, they can buy dollars, unless they are affected by some of the other restrictions, such as having frozen credits or having already spent the quota of US $ 200


Retirees and pensioners

For now, retirees and pensioners can buy, with the same caveats referring to public employees: if they have already spent the quota of US $ 200 on card purchases they cannot and neither if they refinanced part of the balance in April.

Neither can retirees who receive some kind of food assistance, such as the PAMI "food bag", buy dollars.


Monotributistas and private employees

In this case they can buy if they did not take the credit at zero rate and if the company they work for did not enter the ATP.

But they would be disabled for personal reasons, for example, if they already used the entire quota of US $ 200 or incurred in any of the other restrictions established by the Central Bank.
