Towards daily sickness benefits for the liberal professions?

In an amendment to the Social Security budget for 2021, the executive proposes to strengthen the protection of these workers.


Will the liberal professions soon be able to receive daily sickness benefits?

In any case, this is one of the changes proposed by the government, as part of the examination of the bill on the financing of social security (PLFSS) for 2021, which arrives this Tuesday in plenary at the National Assembly. .

thus proposes to "

create a single daily allowance system in the event of a common and compulsory sick leave for all liberal professionals affiliated to the CNAVPL, during the 90 first days

”.

If adopted, this modification would better cover these workers contributing to the Cipav and who, at present, do not have "

daily sickness allowance before the 91st day of sick leave

" .

A little over a million professionals would be affected.

At present, these Liberals are attached to about ten different funds, specific to each activity.

Only four of them provide daily sickness benefits, but only after a 90-day waiting period.

By way of comparison, “

for self-employed workers affiliated to the social security for self-employed workers (SSTI), health insurance pays daily sickness benefits from the onset of temporary incapacity, subject to a waiting period of three days, and over a period of up to 3 years,

Requested by the liberal professions and in particular by the UNAPL, the National Union of Liberal Professions, this new device has seen its usefulness proven during the health crisis, explains the amendment: during this period, health insurance thus covered, "

Submitted to the deputies, the new device would be piloted "

by the board of directors of the CNAVPL

" and its operational management would be taken care of by the URSSAF and the CNAM.

It would enter service on July 1st.

The amendment specifies that it would be financed by "

an additional contribution based on activity income [...], within the limit of a ceiling

" proposed by the CNAVPL and defined by decree.

Certain sections are opposed to an increase in contributions and others refuse to see a uniform system apply for all.
