Work paid in cash to craftsmen, cleaning lady paid hand to hand, self-employed person "forgetting" to declare part of her turnover, undeclared employees on construction sites or in restaurants... Undeclared work remains a scourge in France, which cuts public finances of social contributions, deprives those concerned of unemployment or pension rights, and undermines the very foundations of the social model.
The sums at stake are considerable, even if, by their very nature, undeclared work is difficult to quantify. While the random checks of the Urssaf have resumed after a two-year interruption during Covid, the shortfall for public finances is estimated at more than 10 billion euros in 2022, according to the observatory of undeclared work presented on Tuesday morning by the High Council for the Financing of Social Protection (HCFIPS).
