The Government decided to modify its privatization plan.
In the new version of the omnibus law sent last night to Congress after negotiations with the opposition and allies,
YPF was excluded from the list of 41 companies
targeted for sale and three other entities, such as Banco Nación, will be subject to a mixed system. , while the majority will remain in the crosshairs.
"
YPF was removed from the list
. For Nucleoeléctrica, Banco Nación and ARSAT it was established that the State can only carry out
a partial privatization,
and must maintain control of the company. In addition, the participation of the Bicameral Privatization Commission of the company was expressly incorporated. Law N 23,696 for the monitoring of the respective procedures," reads a section of the new project.
In the original version, the Government had planned the privatization of 41 firms
and organizations, among which stand out
YPF, Aerolíneas Argentinas, AYSA, Correo Argentino, Banco de la Nación Argentina
(BNA), Energía Argentina SA (IEASA), Operadora Ferroviaria, Radio and Television Argentina (RTA), and Road Corridors, among others.
In total, there were 134,000 employees.
During the negotiations in recent days, there were concessions to possible allies:
the ruling party first eliminated YPF from the list
, then the
radicalism asked it to exclude Banco Nación
and the
Hacemos bloc demanded Arsat, Nucleoeléctrica
Argentina and Yacimientos Mineros of Agua de Dionisio (YMAD) for considering that they are "strategic" and "affect sovereignty."
In the case of
Banco Nación, the head of the entity, Daniel Tilliard, had been promoting
in recent weeks the alternative of converting the bank into a public limited company (SA) to open it to private capital without formally privatizing it, following the model of the Banco de Córdoba (Bancor) and Banco do Brasil, with the sale of shares to the private sector.
The Córdoba banker and economist is one of the three men who joined the government of Javier Milei as part of the agreement with the governor of Córdoba, Juan Schiaretti.
For the opposition and the union, the mixed format is another way to sell it, as happened with a good part of the provincial banks in the '90s, and break up their businesses.
