Job found, “revitalization”, sanctions… what resulted from the control of 523,400 unemployed in 2023

France Travail published on Friday an assessment of the checks carried out in 2023 among the unemployed. Nearly two thirds were in “active” research


500,000 checks, for what results? Nearly two-thirds (65%) of the unemployed checked last year were "actively" looking for work and 18% needed to be "reenergized", while 17% were sanctioned for insufficient search, reported France Work Friday.

The organization that succeeded Pôle emploi in January recorded 523,400 inspections last year, an increase of 4.4% compared to 2022. Nearly half (45%) of the inspections concerned professions in tension, more than one in four (26%) was carried out randomly while 15% followed a report from the jobseeker's advisor, according to a report released by France Travail.

“When the control is triggered randomly, active search and revitalization concern nearly 91% of job seekers checked,” notes the organization. Conversely, “it is the controls carried out at the request of the reference advisor which result in the highest rate of delisting”: 43% of controls closed in 2023.

Six months after the checks carried out in 2022, 49% of applicants had found employment, but it was only long-term employment (permanent or fixed-term contract of six months or more) in 17% of cases. During an inspection, “all job search procedures or actions with a view to taking over, creating or developing a business” are checked, details France Travail in its press release.

“Speed ​​up” controls

The methods of controlling job searches will evolve in 2025 according to the law “for full employment”, with the establishment of “a system in which the general behavior of the job seeker will be assessed on the basis of a bundle of multiple indices”. This development will be the subject of an experiment in eight regions: Auvergne - Rhône-Alpes, Brittany, Grand Est, Hauts-de-France, Réunion, Nouvelle-Aquitaine, Occitanie, Provence-Alpes-Côte d'Azur.

At the beginning of March, Prime Minister Gabriel Attal wanted to “accelerate” France Travail's checks on job seekers, particularly in professions in shortage, which will triple by 2027, going from 500,000 per year to 1 .5 million.

He announced at the end of March that he wanted a global reform of unemployment insurance by the end of 2024. On Thursday, he indicated that he was leaning in favor of a tightening of the affiliation condition. Today, you must have worked six months in the last 24 months to be eligible for compensation. Currently, 2.6 million unemployed people are receiving compensation, out of 6.1 job seekers in all categories combined.
