The President and the Minister of Justice announced today (Tuesday) a unique pardon scheme for debtors due to fines, who have found themselves in a difficult economic situation against the background of the fight against the corona virus.

President Reuven Rivlin said: "Too many Israelis found themselves overnight, in an economic campaign for life. At this time, the State of Israel must reach out to its sons and daughters and come to the aid of those who need it."
The president stressed: "We will not consider requests for relief from fines imposed for violating the provisions to prevent the spread of the corona, but relief from fines for those whose economic situation has deteriorated due to the struggle in the corona. We depend on each other for better and better.
Justice Minister Avi Nissenkorn: "It is our duty to do as much as possible to help those who must keep their heads above water. The special outline we present today will provide further relief to many debtors due to fines, and address the financial distress they have encountered through the use of pardon powers."
The outline was formulated by Adv. Odit Korinaldi Sirkis, the legal adviser to the President's House, and Adv. Nochi Politis, director of the amnesty department at the Ministry of Justice, against the background of the heavy economic consequences that many have experienced since the corona outbreak.
Among them, debtors for fines imposed on them in the past, who found themselves in a difficult economic situation against the background of the fight against the corona virus and find it difficult to pay their debt during this period.
"We will keep the private sector open during the closure"
Meanwhile, Finance Minister Israel Katz agreed tonight with Prime Minister Benjamin Netanyahu that he would prepare a plan to keep the business sector open during the closure period.
The plan is expected to be discussed in the coming days in the Corona Cabinet.
In a conversation with the participation of the Minister of Health and other parties, Minister Katz clarified to the Prime Minister that the business sector is the beating heart of the Israeli economy and everything must be done to preserve its activities, while conducting itself properly.
Enforcement should be increased in places where there is a blatant violation and not by closing vital places that adhere to the rules.
Minister Katz stressed that clear enforcement rules should be established during the closure period, including on the issue of demonstrations.
The complete abandonment of the demonstrations has an impact on the unwillingness of large publics to comply with the closure provisions.
Also on the subject of prayers, clear rules must be established during this period of emergency.
Today, the Minister of Finance will hold a first meeting on the formulation of the "Beating Heart" program, to which representatives of the Prime Minister's Office, the Governor of the Bank of Israel and the Minister of Economy, Amir Peretz, will also be invited.
