Policeman killed in Lorient in 2013: justice calls into question the psychiatric monitoring of the aggressor

In October 2013, following a report from a neighbor, a 49-year-old police officer with two children intervened with other officials at the home of a screaming man.

The aggressor, suffering from schizophrenia and who had been hospitalized several times, had left naked and had stabbed the police officer several times with fatal knives.

Another policeman was slightly injured during the intervention, before a third official overpowered the maniac after having shot him in the abdomen.

Hollande paid tribute to the policeman

François Hollande, then President of the Republic, paid tribute to the deceased police officer.

In a 2018 request, the policeman's family, considering themselves "

insufficiently compensated

", claimed several hundred thousand euros for various damages.

The public mental health establishment (EPSM) Charcot de Caudan (Morbihan) defended itself by estimating “that

no medical fault or in the follow-up of the patient can be noted.

For five years, before leaving the trial, the patient (...) had not posed any significant problem suggesting a major aggressive behavior

”.

In a decision of 19 November that AFP consulted, the administrative justice considers that "

the therapeutic method put in place (...) by the psychiatrist of the EPSM Charcot (...) must be regarded as having created a special risk for third parties likely to engage the strict liability of the establishment (...)

”.

Also, the court ordered the establishment to pay a sum of 6,500 euros, far from the sums requested by the applicants.

In 2015, the murderer was found to be criminally irresponsible by the investigative chamber of the Rennes court of appeal, which had declared his compulsory hospitalization as well as a twenty-year security measure.
