Vice-Admiral Jean-Philippe Rolland was appointed chief of staff to President Emmanuel Macron as of August 1, according to a decree published in the Official Journal on Sunday.
Jean-Philippe Rolland, 56, has commanded the Naval Action Force since 2017, which brings together the surface vessels of the French Navy. He also ordered the aircraft carrier Charles de Gaulle. He replaces Admiral Bernard Rogel, 64, a former submariner who had occupied the post of "CEMP" since July 2016, date of his appointment under the presidency of François Hollande.
The Chief of the General Staff of the President, who is also the head of the armed forces, advises and accompanies the Head of State in the conduct of defense policy, in particular foreign operations. General de Gaulle created this post when the French nuclear deterrent was put in place, the president being the ultimate arbiter in the use of this force.
