The Sicilian Region will have to find, and place in the financial year for 2019, the coverage, equal to 1.103 billion euros, of the deficit: this is what we read in the report of the united sections of the Court of Auditors, meeting in Palermo in public meeting, in the presence of the Government of the Region, for the purpose of equating the 2018 report. Another billion will have to be covered in the years considered in the budget and in any case not beyond the duration of the regional legislature.
"The comparative examination of the main balances resulting from the documents constituting the cycle of the 2018 budget of the Sicilian Region - it is stated - demonstrates the ineffectiveness of public policies with respect to the constraints of reduction of the budget deficit and of the administrative deficit intrinsic to the regulatory framework and reiterated several times ".
For the judges from the "comparison of balance sheet data in the various phases of the 2018 cycle, the inconsistency of the financial maneuver is clear: the balance of the current part and the final balance 2018 record final values, respectively -651, 9 million euros and -667.0 million euros, significantly higher than the trend figures of Defr 2018-2020 whose balances were in any case flawed
from the underestimation of the appropriations to cover the deficit and those for provisions to the funds ".
"In other words - the judges write - the Region was not able to achieve even the 'minimum' objectives that it had set itself with the stability law". Furthermore, "neither the Defr 2018-2020, nor the forecast budget - although they have been approved for a largely ongoing exercise - nor the adjustment, are informed of compliance with the principle of continuity of financial years, not to mention the results of the judgments of parifica, to the point that, in some phases, the activity of the Region seems to have had rather elusive purposes ".
"We do not know the real economic and financial situation of all the companies and of all the participating organizations, with the possibility of the emergence of large debts which the Region will have to take on," the Court's appeal prosecutor claimed in his indictment of the accounts, Maria Aronica. The "irregularities" reported by the pg concern the litigation fund, the remaining residual funds, the doubtful debts, the fund for losses and the balance sheet items on assessments in the accrual account, residual assets and liabilities for various amounts.
The joint sections of the Court of Auditors have therefore resolved on the parity of the Region's 2018 report, but declaring the entries concerning the restricted funds, some items on the revenue of the assessments in the accrual account for about 5 million euros, as requested by the General Prosecutor's Office. , of the residual assets for about 75 million, 450 thousand euros of residual liabilities; the income statement and the balance sheet are also irregular.
