They are figures of Buenos Aires Justice. According to gender experts, a more active role of the State is needed to contain women who report gender violence. From the Procuration they assure that they are working with that objective.

The role and effectiveness of the Argentine State is called into question whenever new statistics are known. It occurs with education , when the results of international tests are disseminated and it is evident that the school does not match, but supports the crib differences. It happens when we learn that in the north of the country, children die from malnutrition . And it happens, too, when a woman who had made the complaint for gender-based violence ends up dead. On International Women's Day, official data indicates that this happened to 2 out of 10 women victims of femicides .

The data comes from the annual report of the Public Ministry of the province of Buenos Aires, which makes an x-ray of the criminal proceedings initiated in that district for this issue. The figures, in the interannual variation, do not show large fluctuations. In 2019 there were 101 processes classified as "femicides"; in 2017, 98; and in 2018, 102.

One difference is that in 2019 22.5 percent of the women killed had alerted the State about the situation they were suffering. That is, he had made complaints about gender violence, a trend that is increasing. In 2017 and 2018 that proportion had been 12.7%. The rest of the registered victims had not made previous complaints.

Clarín consulted experts on gender issues to try to explain what is failing from the State to better contain those victims who are encouraged to report more and more and then do not receive an adequate response, that is, not to be within reach of His perpetrators.

Natalia Gherardi, Executive Director of the Latin American Justice and Gender Team, considered that "it is very valuable that the public ministry elaborates and disseminates these data , because they show the dimension of the problem. That there are more than 20 percent of women who have sought the help of Justice and that this way and everything ends in femicide must be accompanied by a deep reflection and self - criticism of the Judiciary and public and social policies of the provincial and municipal Executive Power. That is: where were they to accompany these women in the complaint process? "

Gherardi clarified, however, that "the fact that there are more complaints with more deaths cannot be related ." And he explained that "the complaint process is a starting point of a path that is long, difficult, winding. Experience indicates, and these data unfortunately prove it, that the complaint is not always accompanied by an emotional, social, community support and judicial, as they should. "

Marisa Fournier, a professor at the Gender Chair of the General Sarmiento University, considered that "hyperintegral policies are required. Only the complaint is not the most optimal way. You have to know what support networks that woman has in case of that you have to leave home until the perimeter comes out. Shelters do not always incorporate the possibility of going with children, so the dilemma is who leaves them. The issue of economic autonomy also makes them more vulnerable. they add that they are subjectivities that have been hurt in terms of empowerment. "

Fournier added that "to have a consistent and comprehensive policy, you must also have free and efficient judicial support. And you must also pay attention to the panic buttons and the complexity involved in monitoring in relation to the staffing that has each of the municipalities, the technology to receive the quick warning , a quick communication with the closest patrols, and that the patrolman has naphtha: things that are sometimes banal but that make these situations a reality. femicides. "

Laura Velasco, a Buenos Aires legislator for the Frente de Todos and a feminist militant, explained that "since 2009 we have law 26,485 to prevent, punish and eradicate violence against women. And although the same law states that State agencies should be trained In order to end gender violence in Argentina, we have made very little progress, which is why the Micaela Law is very valuable, which emphasizes training for all State agents and particularly for all those who have to receive complaints and act accordingly when a woman says enough to gender violence. "

Velasco added that the public health, safety and justice system must be prepared to receive the complaint, but it must also have tools that truly protect women against this situation and even care for men. In the City, only in the Alvarez Hospital and with a quota of 20 people attend men who have exercised gender violence. There are many deficits in public policies to realize the laws that we have been conquering with the #Niunamenos ".

Asked about this diagnosis, Julio Conte Grand, attorney general of the Province of Buenos Aires, said that "the issue of gender violence is a strategic priority objective. And based on that we develop a multicausal task. Based on this we have generated training mechanisms that make the different management areas (Public Prosecutor's Office, Defense and Guardianship) today have an aptitude and above all an attitude for cultural transformation that we have carried out consistent with the protection of the most vulnerable people. "

Conte Grand said that work is being done on "training, equipment improvement, building improvement, interaction with other jurisdictional areas, relations with international experts, who have given a perspective like the one that is unfolding in Spain, which is to consider the situation of the violent and work on their reintegration , and the improvement of the assistance centers to avoid the victim's neglect ".
