Today we are interested in this question from Sylvain: how to renew the identity papers that are coming to the end of their validity (identity card, passport or residence permit) when the town halls are closed due to confinement?

Indeed, the extension of confinement at least until May 11 prevents the usual steps to renew including identity card and passport. Even if the procedure had been launched beforehand, it is not possible to withdraw his document.

No appointment possible, even online

The mayor of Paris thus indicates on its site that “the meetings to deposit a request for identity documents are all canceled and the withdrawals of the documents are postponed until reopening of the services. Identity documents, produced by the State services, are no longer delivered ”.

The National Agency for Secure Titles recalls that the regulations related to confinement "do not provide an exception to justify a trip to a town hall to file a request for identity document or passport, or withdraw it". It is also not possible to make an appointment online.

No problem if "the validity date has passed"

However, if you come to be checked, as part of an exit justified by a duly completed certificate, the government specifies that "the presentation of an identity document or a passport, even if the date of validity is exceeded, is sufficient ”.

In addition, given the impossibility of having one's papers redone, it must be remembered that, since January 1, 2014, the period of validity of an identity card has increased from 10 to 15 years. You can therefore keep a card for another 5 years, the validity indicated on the back would be 2020.

A passport is still valid for 10 years. But whether it is valid or expired, the ban on tourist trips abroad reduces its usefulness.

Extended duration for residence permits

Finally, given the health context, the period of validity of residence permits held by foreign nationals and which have expired since March 16, 2020 has been exceptionally and automatically extended by 3 months. It also extends social rights and the right to work.

Note however that short stay visas do not benefit from this measure. But the administration indicates on its official website "that due to health circumstances and difficulties in reaching its country of origin", it is always possible to request an extension online from the prefecture.
