Coronavirus: from the stop to mortgages to the babysitting bonus, Cura Italia arrives

The government places trust in the House on a 25 billion euro decree. All interventions (ANSA)


The government raises the question of trust in the Chamber on the Cura Italia decree. The Minister for Relations with Parliament Federico D'Incà announced this at the Montecitorio Assembly.

The Cura Italia decree is the instrument with which, in mid-March, the government has allocated 25 billion for the fight against coronavirus, intervening on: strengthening the health system, supporting employment and workers, supporting credit for families and SMEs, suspension of tax obligations. Many of the measures, adopted to cover the leak caused by the health emergency, were then taken up and modified in subsequent decrees. From a political point of view, the parliamentary path of Cura Italia has put in the square the breaking of the fragile 'national unity' that characterized the first hours of the emergency. In the absence of an agreement between the majority and the opposition, and to speed up the times, the government also asked for confidence in the House after having placed it in the Senate at first reading. The measure thus starts the final vote in Parliament. These are some of the main interventions.

- HEALTH: the decree identified the coverage for 20 thousand hires in the national health system, allocated resources for overtime, financed the increase in ICU beds and made sure that to combat the emergency they were made available staff, premises and equipment of private facilities are also available.

- MORTGAGES: employees, self-employed workers and professionals who have suffered strong repercussions on wages and income can request the suspension of the first home loan.

- BABY BABY SITTER: for parents the increase of 15 days of paid parental leave is expected to 50%. Alternatively, there is a bonus for baby-sitting services, within the limit of 600 euros.

- AUTONOMOUS BONUS: compensation of 600 euros for self-employed workers and VAT numbers.

- LAST INSTANCE INCOME: a fund of last resort income has been established for all those excluded from the 600 euro compensation.

- INTEGRATION CASE: with an allocation of 4 billion euros, the exemption layoff fund was extended to the entire national territory (initially it was only for the red areas), for all employees, of all production sectors. Companies with fewer than 5 employees can also make use of the redundancy fund. - SMEs: the Central Guarantee Fund for SMEs increased by 1.5 billion. The goal is to provide guarantees for over 100 billion in financing for businesses. The guarantee is 80% for loans up to 1.5 million. Above that amount, the percentage is modulated.

- STANDBY TAX: the deferral of deadlines and the suspension of tax and social security contributions are established for all small businesses, professionals and self-employed.

- RECONVERSION: € 50 million allocated to support companies that want to expand or convert their business to produce fans, masks, goggles, gowns and safety suits.

- DIGITAL SCHOOL: the resources for 2020 of the Digital Innovation and Teaching Fund have been increased, for the purchase of digital platforms and tools by schools and to make digital devices available to students.

- EXTRAORDINARY FORCES OF THE ORDER: over 100 million euros have been allocated for the payment of overtime for police, armed forces, prison officers, firefighters.
