The news is mutating in coronavirus time. The focus that was originally aimed at those who breached quarantine now found new targets. Although the controls are still present, even more so in times when more accesses are opened between the Capital and the Province, and the aim is to add activities to make isolation more flexible.

According to the latest report of the National Security Ministry released on Thursday afternoon,  3,828 vehicles were hijacked. And the number is descending curve in relation to the first weeks of quarantine.

The decrease in the retention of cars and motorcycles points to different issues. On the one hand, exceptions were extended to be able to circulate and, despite the increase in traffic that is reflected day by day, vehicles already have the corresponding guarantee. On the other hand, many of those who tried at the beginning of violating quarantine measures, withdrew to the view that the controls harden.

According to official figures, the proportion of hijacked vehicles compared to controlled vehicles was modified . Thus, 21 to March 27 retained 1 in 284 controlled from March 28 to April 3 ratio was 1 of 419; on April 4 to 10 it was 1 in 598; and last week, from 11 to 17: it fell to 1 in 1,258.

In the City, on March 26, the fines were increased for those drivers who did not comply with the regulations. The cost of the infringement now ranges between $ 10,700 and $ 80,000.

So far, 223 vehicles have been hijacked in the City , 887 people have been detained and another 11,812 have been delayed, notified, or moved to the home for violating compliance with the isolation.

This Thursday the control operations at the entrances were reinforced and although circulation increased by 30% , less than half of the normal movement prior to quarantine was recorded.

"In subways and trains travel 3 percent of those who regularly travel and movement by car has grown because among other things we ask those who can avoid public transport. But the flow is still well below a normal day . And while continue quarantine will be stricter , "said secretary of Transportation and Public Works of the City, Juan Jose Mendez.

In the first two weeks of compulsory isolation (from March 20 to April 3), forces under the Ministry of National Security had controlled a total of 847,891 vehicles across the country, of which 2,427 were seized. The data at the start of the controls already showed a trend: between the first and the second week circulation had increased by 11% but kidnappings had decreased by 25%.

It is worth remembering that offenders who violate the rules of isolation are initiates a criminal case on justice, which means that must be notified, subpoenaed and from there define the sanctions applied within the established in the Penal Code . They can be fines or prison terms ranging from six months to 15 years depending on the severity of the offense.

According to the judgment in each case, the person also can lose the vehicle as from a resolution that dictated the Attorney General's Office the legal framework to dispose of assets during criminal proceedings and to proceed was established confiscate them in favor of the State.

The vehicles that have already been detained remain at the disposal of the authorities in the parking lots of each municipal government until the quarantine ends and the corresponding procedure is completed.

For this reason, there are beaches, especially in the north, which are exceeded in capacity .
