“It allows you to remain attentive”: the deconfinement map seen from the departments

2020-05-01T20:05:26.226Z

How is the classification in “red” or “in green” perceived by the inhabitants of the departments concerned? Report in Hauts-de-Se

The second provisional deconfinement map was published this Friday, May 1. Presented each evening until the final “synthesis” card of May 7, this tool is made up of several indicators. It is supposed to give an overview of the level of lifting of restrictions that the French should expect from May 11, depending on the situation of the Covid-19 epidemic in their department.

How is the ranking received by the locals? Report in the Hauts-de-Seine, for the time being in red, the color of the territories where the circulation of the virus is "high", and in Hérault, in green, where it is "limited".

In the Hauts-de-Seine, "we're more in ultra-red"

"Paris and Ile-de-France will be the last departments to be unconfined in France," says Olivier, a resident of Châtillon (Hauts-de-Seine) ./ LP / Philippe Lavieille

"Are the Hauts-de-Seine in red?" Ah no, I would rather say in archi or ultra-red! Even if he suffers "like everyone else" from confinement, Jacques, 79, a former industrial designer at Air France, is far from surprised by the color of his department. "It will even be very complicated, if not impossible, to go green from next week, judges the pensioner, crossed Friday afternoon in the streets of Châtillon, in the south of the department, during his daily walk with his wife Annick, 77 years old. It is even rather a good thing, because it allows people to remain attentive and suspicious of the virus. This is what we are going to do elsewhere. "

In the third department in France deploring the most deaths because of the pandemic, behind Paris and the Val-de-Marne, the red color is absolutely not surprising. "This is normal, because we will not get confused overnight, says Claire, 34, nurse at the Parisian hospital Necker and Alto-Séquanaise (the name given to the inhabitants of Hauts-de-Seine) for a few years. Unfortunately, I see that more and more people are not paying attention and I am sure that a second wave of epidemic will happen. "

The after-May 11 challenges. "I understand that we will have to keep putting distance between us, that the parks will remain prohibited and that, even if the businesses reopen, we will have to wear a mask if it is required," notes Olivier, a 52-year-old IT consultant and he is also châtillonnais. On the other hand, the vagueness remains total compared to the school. My daughter's college, in the fifth grade, should normally reopen on May 18 but we have no information ... What I am sure of is that Paris and Ile-de-France will be the last departments to be deconfined in France. This is normal given the population density, which promotes the circulation of the virus. "

Some elected officials of the department display their perplexity at the usefulness of such a card. "It is frankly useless, except to scare prematurely on the part of public authorities who seek, like a dad who says attention I will be angry , to make the population feel guilty, but who, on arrival, will ask the local authorities to manage the situation, ”asserts Patrice Pinard, assistant in charge of security and prevention in Clichy. A city in which the mayor, Rémi Muzeau, 73, is recovering slowly after being contaminated by the Covid-19.

The elected official is, on the contrary, much more optimistic about the post-May 11 period and does not imagine for a moment being forced not to open, for example, the parks and gardens of the municipality, even if the department retains its red flag. "This is what the Prime Minister says today, but the day after tomorrow, he will defer to the advice of the prefects, who will come to see the mayors and ask them: what special arrangements do you want to make? " For the mayor," in the end, it will depend on local situations and nothing will prevent us from putting agents in front of a park to allow a limited number of people to ventilate for an hour. If we don't, people will go crazy! "

In Hérault: "It's reassuring to be green"

"We are preparing for a very special summer," says Monika, Swedish woman living in Carnon-Plage (Hérault) ./ LP / Christian Goutorbe

“The green classification of the Hérault, of course that is reassuring, but it should not be relaxed. I scrupulously respect the instructions. I have just finished my hour-long walk and I'm coming home, ”explains Audrey, 38, secretary in a real estate agency in Carnon-Plage (Hérault). She is not even frustrated at not being able to take advantage of the beach, which has been prohibited since March 17 and which will no doubt remain so until June 2 on the entire Mediterranean coast.

"The problem and the danger can appear after deconfinement in the course of June, even July, when the inhabitants of the north of France, the East or Paris will want to come to the sea, and we understand them , after weeks of confinement, sometimes in small apartments, she continues. From then on it will be difficult to avoid regrouping. It will be necessary to show good citizenship ”.

The latest bulletin from the regional health agency Occitanie confirms that the pandemic storm has already passed here. Admittedly the toll is relatively heavy, 104 deaths, but Friday May 1 in the evening there were 110 people hospitalized for an infection related to the coronavirus, including 33 in intensive care, a number in decline for at least two weeks.

“We prefer to stay at home rather than be in danger outside. We are going to follow developments in our Gard department, which is also classified in green, ”says Lea. "The change to red would be likely to cause us serious concern," adds Pierre, her husband, who has returned to work on the construction sites. From a distance, Monika observes the beach monitored by the gendarmes and by helicopter at least twice a day.

“It's a bit ridiculous to have to walk on the asphalt or in the parks, where we constantly meet people, rather than on the beach. And yes, of course, it's frustrating not being able to go swimming or paddle, explains this Swedish woman who has been living here for many years. But you have to follow the rules and we are preparing for a very special summer, without the private beaches for a drink. Monika is also following the epidemic in France and Sweden, where confinement is not essential. But for her as for everyone, it is caution and respect for the rules that are put forward. So that summer does not turn red.
