Deconfinement: questions around the new map of France

2020-05-01T20:20:26.312Z

The color map of the coronavirus in France published since Thursday by the Ministry of Health raises many questions among

A card, already hiccups. The second version of the coronavirus map of France was published this Friday evening by the Ministry of Health, correcting the first of its kind unveiled on Thursday and which immediately caused a stir. Thus, the representatives of Lot, Cher and Haute-Corse did not recognize each other in the red color affixed to their respective departments.

Friday, the Ministry of Health recognized "an overestimation of the percentage of emergency visits for suspected coronavirus" the day before. And in the evening, Jérôme Salomon the number 2 of the ministry had to announce color corrections for six departments in the summary map. The fact remains that these errors cloud a little more the perception and understanding of this cartography supposed to clarify the arbitrations of deconfinement. Explanations.

What is this card for?

The final map of the red and green departments must be finalized on May 7. It will allow political power to define the contours of deconfinement. If the major part of the “obligations” linked to the coronavirus crisis will be common to all the departments (wearing of the compulsory mask in public transport, prohibition of assembly of more than 10 people…), the deconfinement will take “a more strict form "In the departments classified" red ". Thus the reopening of parks and gardens should be reserved for green departments.

The color "red" or "green" will also serve as a guide for local authorities (prefectures, rectorates, mayors, etc.) to make their decisions, for example, the return of pupils from 6th and 5th to college, from May 18 . Regarding primary schools, the application of the health protocol will be the first compass for decision-makers.

Why a new orange color?

During his address to the deputies, Prime Minister Edouard Philippe had spoken of a map with two colors to identify the departments in tension (red) and those where the circulation of the virus is weak (green). Thursday, Olivier Véran, the Minister of Health and Solidarity, unveiled a tricolor card: red, green and orange. A new color which should make it possible to have a “finer approach” dixit Jérôme Salomon, and to mark the territories in waivers. Clearly these departments, now “orange”, will switch to one of two categories at the end of next week.

"These are areas where there are no red indicators but there is epidemic pressure and active circulation of the virus which is above the expected, or where the resuscitations are at a saturation level above the standards and thresholds that we have set, decrypts Olivier Véran. When the containment is lifted, there will be green departments and red departments. "

Where did the tests go?

This Thursday, Olivier Véran did not mention the capacity of patient tests, which is however one of the three criteria announced by Edouard Philippe two days before, to develop the map of France of the coronavirus. "On May 11, we will be able to present the number of tests carried out by territory," explains Olivier Véran. If by chance we had to realize that the number of patients is becoming higher than what we planned to be able to test, this could be important information. Jérôme Salomon said on Friday that the objective is to have "the latest test capacity and contact case tracking data next week".

In fact, France, which has planned to reach 700,000 virological tests per week on a national scale, on May 11, has lagged behind in its ability to test (only 270,000 last week). It is therefore difficult to assess precisely the number of PCR tests and therefore the number of patients per territory. Moreover, to assess the "active circulation of the virus", the Ministry of Health takes into account the rate of emergency visits for suspected Covid.

Shifts from red to green not recommended

After May 11, it will be possible to make trips within a radius of 100 kilometers from his home. Beyond that, it will be necessary to be able to justify a professional motive or a “compelling family imperative. "But the executive, through the voice of Olivier Véran, nevertheless calls to limit travel" between more or less distant territories, but very different in terms of the circulation of the virus ".

"If you live in an area where the virus is actively circulating, you do not intend to travel to areas where the virus does not circulate since, by definition, this is where you take the risk of spreading the virus. virus more widely, "said the Minister of Health on France Info. Clearly, an inhabitant of a "red" department is asked not to move to a "green" department. For example, according to the current map which is not final, a resident of the Oise (red) should not move to Seine-et-Marne (green), two bordering departments.
