Circular Gabrielli, with phase 2 crime starts again

Socio-economic distress can have effects on public order (ANSA)


The end of the lockdown will bring with it a recovery of common and predatory crime and the attempt of the mafias to infiltrate the legal economy. This is the analysis of the head of the police Franco Gabrielli contained in a circular sent to all the Quaestors, prefects and to the heads of the directorates of the Department of Public Security which indicates the lines to reorganize the offices and calibrate all the services in the area. 

The circular provides a whole series of operational measures for staff, starting from the need to reorganize workplaces to ensure social distancing up to the remodeling of working hours, from the use of smart working and dpi to economic treatment for those is engaged in the emergency. The premise, however, is entirely dedicated to the situation that will be determined starting from Monday.

"The loosening of containment measures and the reopening of production and commercial activities will determine an inevitable increase in traffic, in terms of private and public mobility, and a more intense use of public and common spaces by citizens", writes Gabrielli , which then warns: "in this scenario, predictably, there will be a recovery of criminal activities attributable to the so-called widespread crime as well as the attempt by organized crime to infiltrate the economic fabric, seriously affected by the liquidity crisis".

In the circular, the chief of police also stresses how the social and economic unease caused by the long lockdown could have repercussions on public order. "The public security authorities and the police - reads the document - will measure themselves with the various expressions of the socio-economic distress deriving from the conjuncture induced by the epidemic, with inevitable reflections in terms of public order services".
