With regard to travel regulations , the evaluation of the concrete cases "must be entrusted to a prudent and balanced appreciation. ... which leads to a consistent application of the provisions contained" in the Dpcm on Phase 2. Thus the Interior Ministry in a circular to the prefects who calls for a balance between the safeguarding of public health to be pursued essentially with the ban on gathering and "the need to limit the impact on citizens' daily lives".
The Dpcm on phase 2 allows - it is pointed out in the circular - the return to one's home, home or residence but once returned, "movements outside the borders of the region in which you are located will no longer be allowed" , unless there are no "proven working needs, of absolute urgency or for health reasons". Thus a circular sent today by the Interior Ministry to the prefects on the prescriptions in force from tomorrow and until 17 May.

Companies will no longer have to send authorization requests or prior communication to the prefects for the resumption of industrial and commercial production activities. The system for verifying the existence of the conditions for recovery is replaced with a "regime of checks on compliance with the provisions" contained in the protocols on safety in the workplace. "Faced with the need to support the restart of the national economic production fabric - indicates the circular - there is the essential need to guarantee the safety of workers and to ensure suitable levels of protection in the workplace". For these objectives, it will be crucial to activate "an adequate system of controls, aimed at verifying the punctual observance of the provisions set up to protect the protections and to apply any related sanctions".
