Deconfinement: "Will I be quarantined when I return to France in July?"

Quarantine measures are planned for people coming from an “infection zone”, outside Europe and the United Kingdom.

Today we are interested in the questioning of Agnes, who asks us if she will have to quarantine herself when she returns to France in July. All French people currently abroad and who plan to return to France this summer ask themselves the same question.

The bill extending the state of health emergency, definitively adopted by the Parliament on May 9, provides for quarantine measures for individuals "having stayed during the previous month in an area of ​​circulation of the infection" and arriving in France. We speak rather of "fortnight", the measure being planned to last 14 days.

The list of countries in question is supposed to be the subject of “regular public information throughout the duration of the state of health emergency”, according to the law. But it has not yet been made public. On May 3, the Elysée Palace already re-framed things a little by announcing that quarantine and isolation measures (an even stricter option in the event of contamination) will not concern individuals "whatever (their) nationality, in from the EU, the Schengen area or the United Kingdom ”.

Things have changed a bit with Spain however, since Madrid announced this week the establishment of a quarantine (ten days) for anyone arriving from abroad - apart from cross-border workers. The Elysée therefore indicated on May 14 that France intended to apply the same measures, "on a principle of reciprocity", even if it is "not its wish". Discussions are underway between the two countries.

Constraint or possibility?

Will everyone arriving from an area deemed to be dangerous have to go through quarantine? This will concern "anyone" in this case, said Olivier Véran on Saturday May 2. However, the formulations used in the law (“quarantine, placement and maintenance in solitary confinement can only target people who have stayed in the area of ​​infection during the previous month”) and on the site of the government ("measures of fourteen or isolation are possible for people who enter the territory and do not come from the European area") suggest that this is only a possibility.

"The provisions are being developed," says the Ministry of Foreign Affairs. On April 3, Matignon told us that if an individual in quarantine was tested positive, he should put himself in "isolation". This much more restrictive measure can be followed at home (if the personal and family situation is compatible) or in a place defined by the State and fitted out for this purpose, for example a hotel.
