Deconfinement, phase 2: can the French go on vacation to Europe?

2020-05-28T17:29:46.355Z

In his announcements on the second act of deconfinement, the Prime Minister outlined the outlines of what the world will look like.

Edouard Philippe had already announced that the French would be allowed to travel to mainland France and overseas in July and August. This Thursday, during his speech defining the contours of the second stage of deconfinement, the Prime Minister unveiled other measures concerning the summer holidays of the French.

The ban on travel of more than 100 km will therefore be repealed as of June 2. As for the restrictions at the borders of France, they are maintained until the 15th of the same month. Will they be open from this date? If Paris said it was in favor of reopening the internal borders of Europe on June 15, no decision has yet been taken. Several European countries, including Spain and Italy, for their part announced that they would open their doors to foreign tourists, in order to revive their economy hard hit by the coronavirus crisis.

Towards a reopening of European borders on June 15?

"For several months, we have wanted to avoid at all costs that people from areas in which the virus circulates can move to areas in which the virus would circulate less" to avoid its "spread", reminded the Prime Minister during of his speech. "It is for this reason that we have closed our borders, external and internal to Europe".

Reopen borders? Paris wants it, but it is not the only decision maker. “Today, the virus is still very actively circulating in certain parts of the world, which is why we have decided to assess, by June 15, with all European countries, whether our external borders to the Or not should reopen. And for which nationals, which countries, and with what terms of the fortnight, "he continued.

"Inside Europe, the epidemic is slowing down, which is why France will be in favor of reopening the internal borders of Europe, starting on June 15, if the health situation allows , without a fortnight for travelers from European countries, "said Edouard Philippe.

However, "as we have been doing since the start of the crisis, we will apply reciprocity measures vis-à-vis European states that decide to close their borders or impose fortnights on the French," he warned. .

Tourist accommodation is gradually reopening in France

It would be very optimistic, for the time being, to book holidays outside France, uncertainty still reigning over the possibility of leaving the national territory. “We absolutely do not invite the French to book their holidays abroad. This year, the idea is rather to spend your holidays in France ”, had insisted last week the Minister of Transport, Elisabeth Borne.

Regarding tourist accommodation, holiday villages and campsites "may open from June 2 in all departments, except those which are subject to particular vigilance". In these, located in the orange zone, the opening can only be considered during the "third phase of deconfinement, after June 22".

What about summer camps? "In all the departments, the summer camps will be able to reopen from June 22 and this is, of course, good news", rejoiced the Prime Minister.

The fortnight maintained between metropolitan France and overseas

Concerning the Overseas Territories, Edouard Philippe brought this Thursday details on the travel conditions between the territories and the mainland. “Very strict movement control” measures towards the Overseas Territories are thus maintained, as well as “strict fortnight measures” on arrival. However, a "wider opening of flights for the holidays" is envisaged "if the sanitary conditions allow it", tempered the Prime Minister.

"Until then, we will be experimenting with a new form of fortnight in certain territories, with a test which will be carried out after seven days." It may lead, if it is negative, to “adapt the constraints” of the fortnight. "We have to be able to imagine the right arrangements for island territories," assured the Prime Minister.
