   "They will remain a Palestinian enclave," he explained adding that Jerico - the largest Palestinian city in the area - "will not be annexed." "There will be one or two enclaves. There is no need to impose sovereignty over them, they will remain Palestinian citizens if they want. But there will be a security check for them."
