Audiovisual: no law, but emergency measures

Audiovisual law, which had to pass the National Assembly before confinement, is no longer a priority. It should therefore not be discussed.


The Covid-19 has made a new victim in France. The audiovisual law wanted by Emmanuel Macron, started by Françoise Nyssen and written by his successor Franck Riester, will probably not see the light of day. Monday, Emmanuel Macron, Édouard Philippe and Franck Riester meet to make arbitrations. Faced with the economic emergency, the Parliament will have to examine many texts including the recovery plan. Audiovisual law, which had to pass the National Assembly before confinement, is no longer a priority. It should therefore not be discussed.

On the other hand, all the media are suffering enormously from the crisis which brought down advertising revenues and stopped the entire audiovisual production sector. In this context, the executive is preparing to accelerate the publication of orders and decrees to advance urgent matters. The TV sector is impatiently awaiting the signing of decrees opening the possibility of launching targeted advertising on the air. This would bring a breath of fresh air to private channels that have seen their advertising revenues cut in half.

Advertising tax credit

A text reforming the relations between producers and broadcasters could also be adopted. The chains would have the possibility of producing half of their works, and the independence of the producers would be guaranteed. Finally, video streaming platforms should be used to finance French creation.

The government could also take emergency measures to help the media. The subject of the advertising tax credit that would encourage the return of advertisers, asked in unison by TVs, radios and the press, could see the light of day. The most fragile media would benefit from direct aid measures.

On the other hand, the reform component of public broadcasting is postponed to the Greek calendars. The creation of the France Médias holding company is no longer relevant.
