“Covid” bonuses for caregivers: the CFDT refers to the Council of State

The union denounces “breaches of equality” in the payment of bonuses which must reward the investment of carers during the crisis.

She denounces "breaches of equality"  : the CFDT Health-Social announced Monday, June 29 to have seized the Council of State to contest the conditions of attribution of the premiums of 500 to 1500 euros paid to the personnel of the hospitals and Ehpad.

" As it stands, the allocation of the bonus for the recognition of staff investment " in the face of the health crisis caused by the coronavirus " results in a large number of inequalities in treatment ", estimates the CFDT, in a statement. These “ breaches of equality ”, “ whether between holders and contract workers, between staff of hospitals, nursing homes and medico-social administrations, as well as between geographical areas, and between staff of the same establishment, are unjust Added the union.

This " exceptional bonus ", tax-exempt and exempt from social security contributions, was announced at the end of March by Emmanuel Macron. It will be " a clear and strong short-term answer " for caregivers, on the front line against the Covid-19, he had assured.

In hospitals, the premium was set at 500 euros for all hospital staff and 1,500 euros for those who worked in the 40 departments most affected by the epidemic or establishments and services that received patients from Covid-19 . In nursing homes in the hospital public service, the premium was set at 1,500 euros in the departments hardest hit by the epidemic (mainly those in the North, East and Île-de-France), and 1000 euros in the others.

These differences in treatment, assumed by the executive - who explained that they wanted to reward differently the caregivers who were on the front line facing the Covid and those who were confronted only indirectly - have aroused many criticisms among the unions.

For the CFDT, which calls for the outright cancellation of the decrees that allowed the entry into force of this measure, there needs to be a " single and universal premium for all employees ". This bonus, of 1,500 euros, " must be strictly egalitarian, " insists the union.
