Alberto Fernández in the presentation of the Plan against gender violence: "I had the pandemic and the end of patriarchy"

" With these words, President Alberto Fernández presented, together with the Minister for Women, Genders and Diversity, Elizabeth Gómez Alcorta, the National Plan of Action against Violence for Gender Reasons, 2020-2022, which has a budget of 18 billion pesos. . 

The presentation was broadcast live on the channel from the Casa Rosada. When he began to speak, Fernández, escorted by Gómez Alcorta and Vilma Ibarra, Legal and Technical secretary of the presidency, recalled that Thursday was the anniversary of the enactment of the Gender Identity law (it was in 2012). "It was the beginning of more equality, in a country where equality was not the rule.  When we came to the government we proposed the idea that inequality end forever ... The whole society has to make a change, which forces us to learn".

The president assured that in the government, 38% of the senior positions are occupied by women: "Is this okay? No, but it is the way to incorporate everyone, everyone. Incorporate this inclusive language for me too It is very difficult, but for this we have to propose to change as a society. To say everyone is not to make a fool of oneself, but that there are people who are being talked to for the first time. "

"Men, my gender, has been largely responsible for this , which is why I am so insistent that we understand the importance of setting an example, it is a daily practice that we must assume, a daily practice that we have to change," he assured. Fernández and made the self-criticism of the government meetings in which there are men: "Our future is not only of men but of everyone, everyone and everyone. "

Minutes earlier, Minister Gómez Alcorta had assured that more than 1,600 proposals from all over the country were taken into account in drafting the Plan , which was a cross-cutting and federal plan. "The Plan is not from the ministry but from the executive power. It is the roadmap for the next two years , which implies a paradigm shift with almost 150 actions," he assured. 

In the foreword to the Plan you can read what Gómez Alcorta argued: "It is a starting point, which implies the recognition by the State of inequalities and injustices with respect to gender and which puts the fight against machismo in a priority place on the government's agenda. "

"With this plan we went from an individual approach to an integral and intersectional one ... we are promoting public policies that allow creating material conditions so that the people and groups most affected by gender violence can develop an autonomous life project." He also speaks of not that the center is not the emergency but "the modification of the structural conditions".

The Plan foresees prevention actions in an early warning system for emergencies but also for the medium and long term " deconstructing and transforming social and cultural patterns that shape stereotypes , identities and relations between genders".

Measures "focused on the aggressors" and not on people in situations of violence are also mentioned : "Our policy will not be to create more homes and shelters, but to promote actions to guarantee access to housing, to houses halfway, that will allow to develop an autonomous and violence-free life project ". 

Among the strategic guidelines, the plan highlights four points: prevention, assistance, protection and strengthening of access to justice. A National Prevention Program is announced that includes a national campaign, training with the axis in the Micaela Law. Regarding assistance, a Monetary Transfer Program is proposed, but also actions aimed at achieving economic autonomy and "the self-validation of women and LGBTI + people".  

It is also detailed that the focus will be on extreme violence (femicides, transvesticides and transfemicides), the economic autonomy of people in situations of violence and the cultural and structural dimension of gender-based violence. 

Among the main actions is the creation of various programs , such as the "Accompany" Program for assistance to people in situations of violence, Territorial Centers for gender and diversity policies throughout the country, an Inter-ministerial Table for Comprehensive Approach to Extreme Violence, modernize, optimize and disseminate Line 144 , create a digital system for emergencies for local governments, the creation of the Integrated System of Cases of Gender-Based Violence (SICVG), which is to have systematized statistical information.

The Plan also plans to create a program for Urgent Economic Support and Immediate Comprehensive Assistance for Family Members in cases of femicide, transvesticide and transfemicide. It is also envisaged to strengthen the network of homes, shelters and protection devices, people who suffer violence will be included in the Empower Work program, a Program of Popular Schools for Gender and Diversity , and the strengthening of sexual and reproductive health services in the care of people entitled to the Legal Termination of Pregnancy (ILE). 

The National Prevention Program will be created, which will have two sub-programs: one on the construction of new masculinities and the other on responsible affective sex ties.

The planned budget amounts to 18 billion pesos , which will be distributed in the four axes, but the one that takes almost the entire budget is that of assistance and comprehensive approach: 17,671,198,000 pesos. 

"Today is a day of enormous happiness, it marks a change of era in our country. It is the first time that the State fully assumes the fight against the violence of the patriarchal system," Dora Barrancos, a sociologist, said this afternoon at the presentation. historian and now also adviser to the Government. 

He also made reference to transversality "because it cannot be done only from one ministry, but from the entire Executive Branch, and with concomitant actions by the other two branches. The judicial branch has to make changes for the Plan to be successful." And he spoke of "preventing, assisting, accompanying and giving a new dignity . The Plan is intoned with the idea of ​​making human life more dignified."
