In 2019, for the first time, couples who adopted a foreign child fell below one thousand : 969, - 14% compared to the previous yearand about half (-46.7%) compared to five years earlier when they had been 1,819. The number of adopted children drops to 1,205 (-13.6% compared to 2018 when they were 1394, -45.6% compared to 2015). These are the data of the Commission for international adoptions (CAI) reported in the latest report for 2019 which highlights, among other things, that the average time for an adoption, from the moment of application, is 45 months. It is a negative trend that Italy shares with the rest of the world. However, our country remains the first in Europe for the number of children adopted abroad and is confirmed in second place in the world after the USA in absolute numbers. Between 2004 and 2018 in the twenty-four main host countries, the number went from 45,483 to 8,299 adoptions, or 81.7% less. Significant data regards the high number of adopted minors with one or more special needs, over 60%. This figure, for the CAI, "on the one hand testifies better than any other of the subsidiary function of international adoption, on the other the centrality and importance of local services in informing and supporting adoptive families along their path".
