The new Minister of Culture, Roselyne Bachelot had left politics for a while for the TV sets and the radio studios, on C8 at the start then on LCI and still on RTL. TV, radio, she knows behind the scenes and must now know the difficulties.
Because the media sector emerged bloodless from the Covid crisis. Before his departure from the rue de Valois, Franck Riester had promised to transport the European Audiovisual Media Services (SMA) directive by order to include SVOD, Netflix, Amazon Prime and Disney + platforms in the funding of creation from January 1, 2021. If these platforms must devote 25% of their revenues generated in France, the amount of their obligations should therefore bring about 200 million euros from 2021.
Many other subjects are not subject to the law but to the decree. This is the case with the end of the prohibited days of cinema on television, the authorization of advertising for cinema on the small screen and targeted advertising. Finally, the question of reintroducing advertising after 8 p.m. on France Televisions to finance sports rights is still under debate. On all these points, the Ministry of Culture must submit decrees to the Council of State. However, the effects of the Covid crisis on the economic balances between televisions and the written press make the drafting of these decrees even more complex.

The media are also waiting for emergency aid. Tax credit for press subscriptions is under discussion
For their part, TV and radio are also awaiting tax credits which should make it possible to exempt certain investments from information and creation. If the creation of these transitional tax credits (until the end of 2020) seems to have been established, the ceilings still have to be discussed to get an idea of the budgetary envelope for aid.
