The fall in short-time working continues in July

Nearly 2.4 million French people were on partial unemployment in July. A figure far from the some 9 million reached in April in full confinement.


More than three months after the end of confinement, the job market is gradually regaining color ... Without going so far as to cry triumphalism of course, but several indicators are however encouraging.

The first is that of partial unemployment: the number of employees placed in this device decreases significantly in July, according to the latest publication - unveiled Thursday - from the statistics department of the Ministry of Labor, the Dares.

Thus, after having affected more than 9 million people in April, the device now concerned some 2.4 million French people in July.

Proof that the decline is continuing clearly, more than 4.5 million employees were on short-time work in June, almost double.

In detail, 120,000 employees were still in partial activity for childcare or vulnerable situations.

In terms of sectors, the most affected remains that of specialized, scientific and technical activities and administrative services with half a million employees in partial unemployment.

The accommodation and catering sector follows, with 420,000 employees, as well as that of transport and storage, with 270,000 employees.

In addition, companies with fewer than 20 employees alone account for nearly a quarter of employees in partial activity (24%), those with 250 or more employees representing 44%.

Another proof that the labor market is resisting: the number of job protection plans (PES) did not rise in August.

The Dares only records 9 in the week of August 17 and 11 in the week of 24, which is much lower than in July.

However, cumulated from March 1 to August 30, more than 51,000 breaches of contracts are envisaged as part of employment protection plans, against 17,000 over the same period last year.

In addition, since early March 2020, a little over 2,900 "

small

" collective redundancies have been initiated.

These procedures, the number of which is decreasing between the beginning of July and the end of August, concern in more than nine cases out of ten layoffs of less than 10 employees

", indicates the Dares.

Another positive indicator: the number of online job offers published from August 24 to 30 is 112% of the pre-containment level.

It thus marks a rebound from the first half of August, a period which was marked by the summer holidays

," said the statistics department of the Ministry of Labor.

Likewise, entries into the Youth Guarantee are higher than last year.

Between the start of June 2020 and August 30, the cumulative number of initial admissions stood at 21,500, compared to 18,500 over the same period in 2019.
