The virus exceeds 1,000 infections per 100,000 inhabitants in 16 unrestricted areas in Madrid

The Government is studying expanding the control measures to new areas, but does not clarify whether it will decide this Tuesday or later


The pandemic is winning the sprint that is being disputed between the expansion of the coronavirus by the Community of Madrid and the arbitrated measures to stop it: one day after the restrictions on mobility in 37 basic health areas of the region came into force, others 16 exceed 1,000 infections per 100,000 inhabitants in the last 14 days without there being any limitation to activity, according to data published this Tuesday by the regional government.

Consequently, the regional president, Isabel Díaz Ayuso, has confirmed that she is considering extending the limitations, or adopting new ones in more areas of the region, and that it cannot be ruled out that the restrictions will end up being applied throughout the territory.

The 16 basic unconfined health areas with such high levels of contagion are distributed by seven municipalities in the Community of Madrid, which on Tuesday overcame two terrible psychological barriers: that of 16,000 deaths from causes related to the coronavirus and that of 200,000 infected detected.

Nine are concentrated in the capital (Lavapiés, Canillejas, García Noblejas, San Isidro, Rafael Alberti, Orcasitas, Vicálvaro-Artilleros, Campo de la Paloma, Villaamil);

two in Alcorcón (Doctor Trueta and Miguel Servet), and the rest are in Móstoles (Mayor Bartolomé González), Torrejón de Ardoz (Las Fronteras), Fuenlabrada (Panaderas), Collado Villalba (Sierra de Guadarrama) and Villa del Prado (Villa del Meadow).

Of these 16 areas, five of them (Lavapiés, Doctor Trueta, Las Fronteras, Sierra de Guadarrama and Miguel Servet) already exceeded 1,000 infections last week, although the regional government left them outside the restrictions, which have affected since Monday, and for at least 14 days, more than 850,000 people.

The reason?

First, that the trend of the epidemic in each area is also taken into account, that is, if the number of infections is increasing, or if they are stabilizing.

And then, that the relationship between health technicians and government politicians is tense at best: where the former urge to take more drastic measures to contain the disease, the latter are opting for less far-reaching surgical interventions, with the hope to combine the fight with the virus and the defense of the economy.

As EL PAÍS reported, Díaz Ayuso already speaks openly of extending the measures to other areas beyond the 37 in which they are already in force, and he does not rule out applying them globally in the Community as a whole.

"There are additional measures in the areas where it has been seen that the contagion is much greater, but I am clear that this has to continue to be carried out to more areas of Madrid, and also by sectors," Díaz Ayuso said during an interview on Onda Cero .

“Wherever we have to act, we will.

We do not rule out doing it autonomously ”, he added.

And he stressed: "What is not coherent is only to apply it to some areas, and not to make additional measures on the others."

The Community Government, therefore, no longer rules out the complete closure of leisure in the region, although to reach that point it prefers to take intermediate steps.

For example, extending the capacity limitations in the hospitality industry that now exist in restricted mobility areas (50% indoors, without being able to use the bar), to other areas or to the whole of the Community (where the interior capacity reaches the 75% and that of the bars at 50%).

The same can happen with closing times, which can end up earlier (as a general rule, in the region as a whole it can be open at the latest until 01.00).

And with the closure of parks and gardens, which for now only affects the 37 intervened areas.

"If we do not do so, we will affect the economy as a whole," argued Díaz Ayuso to explain his strategy of partial limitations and by productive sectors, which reflects his attempt to reach the intermediate point between the opposing concerns that run from east to west your Executive.

Thus, while the Ministry of Health is in favor of more far-reaching measures, those of Economy and Finance recall the impact that new restrictions will have on unemployment and the evolution of GDP.

"If you have to make the decision to extend [the restrictions], the decision must be taken as soon as possible," stressed this Tuesday the Minister of Health, Enrique Ruiz Escudero, in Onda Madrid.

"I hope there are no more decisions to be made because I am aware of the inconvenience and even the economic loss that these types of measures generate in thousands of people from Madrid," said Ignacio Aguado, the regional vice president.

Meanwhile, the virus is hitting the region again hard, and for now moving faster than orchestrated measures to contain it.
