In detail, the Ministry of Labor saw its credits climb by 434 million euros compared to the Finance Law (LFI) of 2020. The overall envelope thus increased, excluding the recovery plan, by 12.8 billion euros. euros in 2020 to 13.22 billion euros.

Concretely, the finance bill extends the orientations already in progress in 2020 to improve the training and integration of people furthest from employment.

Consequently, the main increases concern the skills investment plan (PIC) which provides for 14 billion euros over the entire five-year period.

In 2021, the State's commitment will amount to 3.3 billion euros to improve the integration or return to employment of people furthest from the labor market.

Another large item of expenditure, the executive strengthens the unique aid for learning and the mechanisms of integration through economic activity (IAE).

Thus, 82 million euros are planned for the contractual support pathways towards employment and autonomy (PACEA) against 65 million euros in 2020. The resources dedicated to the integration of people with disabilities are increased to 430 million euros from 407 million euros in 2020.

At the same time, the ambitions for assisted contracts are maintained with in particular 100,000 skills employment pathways (PEC) in 2021 and the envelope for free jobs - dedicated to job seekers in priority areas of the city policy (QPV) - increased from 224 million euros in 2020 to 317 million euros in 2021.

But, since there is a but, the situation vis-à-vis this draft budget remains mixed for the Ministry of Labor since 500 job cuts are planned in 2021. In detail, 221 full-time equivalents will be destroyed in State functions and 275 on the side of operators.

These reductions will particularly affect the National Agency for Adult Vocational Training (AFPA), which had been in a bad situation for several years.

But also Pôle emploi - the employment operator in France - which will nevertheless increase its workforce temporarily during the crisis through fixed-term contracts to ensure the follow-up of job seekers whose number has exploded with crisis.
