Two men triggered a SEK mission on Tuesday in Frankfurt with an alleged emergency call.
The police temporarily arrested the 38-year-old and the 55-year-old.
According to a spokesman, one of them had threatened on the phone to blow himself up.
Both were drunk, said another spokesman in the evening.
The police then blocked several streets in the Gallus district.
When the SEK broke into the apartment from which the call came, the police only met the men - they did not find any explosives.
It was initially unclear who of the two made the momentous call.
Criminal proceedings were initiated against both of them on suspicion of threatening criminal offenses and misuse of emergency calls.
The police also check whether the men have to pay for the operation.
The cell phone from which the call was made has been secured.
