Covid: enhanced smart working and local closures

Strengthen smart working, localized "surgical and timely" closures, possible tightening of transport and opening hours of the premises, stop to mass events and, if necessary, restoration of the ban on travel between Regions.

With Covid cases exceeding five thousand in one day, the government is working on a series of measures that should converge in the new Dpcm to curb the growth of infections.

The primary objective of Prime Minister Giuseppe Conte and the executive is always the same, to avoid a national lockdown and 'protect' those sectors considered priority: in addition to essential services, schools and production activities.

The search for the balance between the need to limit contagion - and therefore protect the right to health - and that of having the least impact on people's lives is not easy.

"And it is clear - admits a government source - that there will be an impact".

The details of the measures are not yet there but we are thinking about a package of interventions.

Starting with localized closures "where necessary", confirms Undersecretary of Health Sandra Zampa.

Local red zones, in essence, where larger or smaller lockdowns will trigger depending on the size of the clusters, with the aim of circumscribing the virus.

If after 14 days the situation has improved, the bans will be removed, otherwise they will be prolonged and extended, in case of deterioration, to the surrounding areas.

This is what could happen in various areas and municipalities of Campania very soon, if the situation were to remain the current one.

"We will make all the necessary decisions - says president Vincenzo De Luca - the goal is to have a balance between new positives and those who have recovered. But if we have a thousand infections and two hundred healed, it is lockdown".

Another measure was announced by the Minister for Regional Affairs Francesco Boccia and would be a return to the past: the ban on travel between regions.

"In this moment nothing can be excluded, but not excluding interventions does not mean closing but being ready for any intervention".

In the coming days, Boccia will again convene the control room with the Regions to take stock of the situation and evaluate possible moves with the governors.

It is obvious that, the president of the Conference of the Regions Stefano Bonaccini also says, in a situation like the current one there is no room for an institutional clash between Rome and the territories.

"The Government and the Regions must necessarily work together, I see no other way".

In these hours, other hypotheses are making their way into the government, always with a view to avoiding the closure of entire sectors and interrupting work activities but at the same time reducing the possibility of contagion.

The first is to strengthen smart working by ensuring that all those who can work remotely avoid reaching offices and workplaces.

"We must do everything - government sources repeat - not only to limit contact between people but also circulation".

And in this context, restrictions on local public transport could also be considered.

Bonaccini again: "if the contagion increases and we find more worrying situations, we must be ready for any greater restrictions".

In the Dpcm there could also be a stop to mass events.

The CTS asked and the monitoring booth of the Ministry of Health confirmed it in the weekly bulletin.

"It is essential to avoid events and initiatives at risk of aggregation in public and private places".

It means limitations for outdoor shows, sporting events, fairs, events involving thousands of people but also private parties and ceremonies.

We are still thinking about a possible reduction of the opening hours of the premises as well as about a reshaping of the prescriptions for sports activities, starting with contact sports.

The only certainty is what Minister Boccia repeats.

We need "maximum rigor".

And therefore, "if necessary, we will tighten the bolts even more, stopping at the necessary things: school, work, hospitals".
