The reluctance of some mayors, the fear in the educational actors and the setbacks in the epidemiological picture
delayed the return to face-to-face classes in the
Buenos Aires
schools
that were preparing to reopen their doors after seven months of quarantine.
The provincial government had selected
24 municipalities
where a slow return to activity in the classrooms would begin, but after Axel Kicillof's virtual meeting with the communal chiefs, the plan rolled back some boxes.
The governor also brought together the team of experts who advise him on health to assess the progress of the epidemic and the process of isolation or citizen distancing.
Two conclusions were reached, amid the uncertainties posed by COVID-19: the rate of infections throughout the territory has been
decreasing for seven weeks.
And next Monday
no openings or new permits will be announced
for activities that are still in confinement or restricted.
Buenos Aires will make - for the first time since the pandemic began - a
differentiated scheme
from that
of the National government and the Autonomous City
, which prepare announcements that would be applied from
Monday 26.
"The governor said in his speech on Saturday 10 that there would be chronological openings every 15 days subject to the continuation of the drop in cases and the level of occupation of beds in the health system," explained the spokesmen of the Province, after the dialogues by zoom this Thursday.
Governor Axel Kicillof held a meeting with mayors and epidemiologists.
The Province will not add activities from Monday.
The latest provincial provisions are in force since Monday 19:
personnel from private homes, outdoor gyms, gastronomy
on streets or sidewalks, and multi-family private works in the AMBA area.
Cultural activity in workshops and sports with a maximum of 10 people in interior districts with low circulation.
In addition, it authorized
non-resident property owners of tourist towns
to travel from November 1
.
Kicillof informed the mayors that "the gradual, intermittent and conditional qualification schedule that began this Monday continues to be in force because the decrease in cases and bed occupancy continues."
It is expected that
the next step forward or backward
(as appropriate by number of infections) will be communicated in the week ending
October 30
.
But Kicillof decided to
review the decision to return to classes
for students who were separated from teachers and professors.
And for those who were in the last years of primary and secondary school, a measure that had been reported 10 days ago.
It reached less than 8% of the total establishments in the provincial system: attendance was planned in some 1,462 educational centers out of a total of 19,500 educational units, where 5.2 million students attend.
The protocol authorized by the Nation established a qualification with a traffic light according to the risk
"high", "medium" and "low"
, to define where progress could be made in the return of children to classrooms and where not.
From November, non-resident owners will be able to travel to the Atlantic Coast.
"Many mayors stated that they
prefer to wait
because they fear regrowth," they said in La Plata.
As
Clarín was
able to find out
, in the schools of Rauch, Chascomús, Adolfo Alsina, Saavedra, Lamadrid and Chivilcoy (six of those selected) it was already ruled out due to the persistence of cases of coronavirus or the appearance of patients.
Lobos went from low to medium risk and was put on hold until the next evaluation.
Nor will the least populated municipality of Buenos Aires (Tordillo, 1,500 inhabitants) resume face-to-face activity as reported by the mayor on social networks.
González Cháves and other municipalities will resolve with the directors and with the regional agents of the educational area,
in the next few hours.
So far, the only ones confirmed would be Tres Lomas (where 11 thousand people live), Puán (15 thousand) and Alberti (8,200);
Lezama (5,600) and San Miguel del Monte (21,000).
In the cities of Daireaux, Ameghino, Lavalle, Monte Hermoso, Salliqueló, May 25, July 9, Bragado, Carlos Tejedor and Guaminí will discuss with school directors, according to the recommendation made by the minister of the area, Agustina Vila, who participated of the remote meeting.
