After the extended back and forth between the City of Buenos Aires and the National government, the 24 educational jurisdictions in the country reached a
federal consensus
regarding the 2021 school year and the return to classrooms in person and determined that
the start and end dates will be defined each jurisdiction
.
The Minister of Education of the Nation, Nicolás Trotta, chaired the assembly through a videoconference with the ministers of education of the 24 jurisdictions where
common guidelines
were established
for the beginning of the 2021 school year
in each of the jurisdictions under the three forms of schooling: face-to-face, non-face-to-face and combined, depending on epidemiological reality allowing it to ensure the 180 days of compulsory classes, the beginning and end of which will be established by each jurisdiction.

The marked start date was
February 17 in person
, as long as the epidemiological reality is consistent.
But the announcement unleashed a new counterpoint between City and Nation.
It was Trotta who questioned the Buenos Aires authorities again.

They think more about titles than about consensus
.
What is the will to advance a meaningless discussion?
There is a more communicational than educational will, it is marketing ”, the minister told Clarín at the time, in what seemed to be a brake on the initiative.
However, in the assembly of the Federal Council of Education (CFE) held this Wednesday, it was defined that both the City and the rest of the provinces will have the
freedom to define when
classes
begin and end
in each jurisdiction.
“We are united by the challenge of being able to give a
joint response
and transmit certainties in the face of society and walk a
common path
that respects the diverse realities of each of the jurisdictions.
The organizational criteria of this 2021 school year and the complexities of the safe return to the classroom must be approached responsibly in this institutional framework to strengthen consensus ”, said Trotta this Wednesday during the meeting.
He also stated: “The
collective gaze between the jurisdictions
that impact our entire educational system
is fundamental
.
Establishing the organizational criteria will allow us to give continuity and clarify in a moment of anguish and uncertainty, how our students will go through their education next year ”.

In addition, the minister announced that this year they will focus on "how to strengthen the instances of the Accompany program to re-link and contain students who have had little or no pedagogical continuity."
What the assembly defined
The CFE ratified the Comprehensive Digital Educational Information System (SInIDE) as a central component of the Federal Educational Information System.
It is a nominal system of students, teachers and school buildings, a key information tool for monitoring educational trajectories and guaranteeing the right to education throughout the country.
Guidelines and protocols were established for the 2021 school year and the dates will be defined by each jurisdiction.

In this context, it will begin with the construction of a federal base of students based on the advances that the jurisdictions and the Ministry of Education of the Nation have already been developing to identify students who have not been linked to the education system and guide specific policies to guarantee their right to education.
The Assembly also approved the Protocol for the resumption of face-to-face classes for initial education.
They established a progressive staging according to epidemiological criteria for the evolution of the pandemic.
They also suggested
“prioritizing the return to the presence of the 5-year-old room, combining it with virtual proposals”
.
On the other hand, for the 3 and 4-year-old rooms, the possibilities of returning to face-to-face will be considered based on the conditions that guarantee the risk reduction of girls, boys and adults involved and in safeguarding the working conditions of teachers and staff assistant.
“Alternate attendance at nursery schools and kindergartens by groups of girls should be planned in order to guarantee compliance with the standards established in the occupation protocols of these institutions, entry and exit from them, and transport of girls. / os, families, teachers and auxiliary personnel ”, they detailed in the report issued after the assembly.

In the same way, the protocol for special education was approved, ratifying the priority of returning to school for students with disabilities, considering the greatest difficulties in this context.
Although they clarified: "In the schools of the different educational levels, the organization of the groups inside the classroom must contemplate the students with and without disabilities that integrate it".
Meanwhile, in special education schools, it is recommended to give priority to those students who have not maintained ties with the teaching proposals as well as those who attend the first and last years of teaching at the different educational levels.
Likewise, the approval of the "guidelines for accreditation and evaluation for technical education in the context of a pandemic" was resolved, including continuity guidelines for final-year technical high school students together with an annex referring to the professional practices that are mandatory for the modality, offering a series of recommendations and alternatives to complete them.
In reference to the technical courses, the naval electromechanical frameworks were presented, responding to the request for updating the naval sector in the provinces of Santa Fe and Santa Cruz, and of the energy manager of buildings to which several jurisdictions contributed renewable energy specialists.
