In all, at the moment, the 38 billion maxi-maneuver has 248 items, starting with the big chapters such as the 3 billion for the single check (which become 5.5 in 2021), the refinancing of the Cig Covid for over 5 billion and the 4 billion dollar fund for the refreshments of the activities most affected by the pandemic that will be able to go, it is specified in the law, to all companies with "decreases in turnover of at least 30%".

But there are also various "micro" measures such as the transformation of the Istituto Luce into a Spa with a capital increase by the Mef of 10 million or the hiring of 378 employees at ENAC, including 72 flight inspectors.

A monstrous text, which exceeds the Relaunch decree in terms of quantity and which in any case arrives at the Chamber, where this week we plan to start the Budget session, substantially already 'old' because it has been overcome by the resurgence of the epidemic.

In fact, as early as next week, the government could decide to ask Parliament for a further deviation to finance a new decree with extra-profit that could also go beyond just 'restorations ter'.

And the intersection between the measures and the short time available will in all likelihood lead to dividing the work between the House and the Senate, with the first dealing with the budget law and the second examining the entire refreshment package which, in fact, it increasingly resembles an encore maneuver, even before the maneuver concludes its process.

The measures were the subject of a last head of delegation with Conte and Gualtieri before the new Council of Ministers: the draft has been revised and some items have found their definitive draft, such as the 400 million fund that will be used by the Ministry of Health to purchase anti-Covid vaccines and drugs for the treatment of positives.

Resources that are added to those already allocated for increases to doctors and nurses (835 million), to contract more specialists and also to continue to have general practitioners and pediatricians do swabs.

Here are some of the main changes envisaged by the draft of the provision:

No price increases for e-cig

No price increases for electronic cigarettes: in the latest draft of the maneuver, in fact, the forecast of an excise duty of 25% of the selling price on tobacco products, smokeless inhalation tobaccos, electronic cigarettes and ancillary products that would be taken from January 1st.

Refunds for the tax free cashback plan

Incoming refunds for those who pay with cards and ATMs provided for in the cashback plan will be tax free.

This is what we read in the draft of the maneuver which, in the regulation which also limits the lottery of receipts to electronic payments only, specifies that "the reimbursements attributed do not contribute to forming the income" and "are not subject to any tax levy".

The new mechanism, part of the more general Italia Cashless Plan, should apply to traceable payments in December: according to what is indicated in the draft of the implementing decree, the first reimbursements - up to 150 euros on Christmas expenses - should arrive in February. and then every six months.

There are also two 'super prizes' per year of 1,500 euros each to the first 100,000 who use electronic money several times.

Millions fund for vaccines and anti-Covid drugs

400 million for the purchase of "anti SARS-COV-2 vaccines and drugs for the treatment of patients with COVID-19".

A special fund has been set up at the Ministry of Health.

Istituto luce Spa and 378 Enac hires emerge

The transformation of Istituto Luce from Srl into Spa also emerges with a 10 million increase in capital by the Mef and the authorization for ENAC to launch competitions for 378 recruitments among managers, technicians and flight inspectors in the next two years between the rules included in the new draft of the maneuver.

News also for Campione d'Italia, to keep the level of taxation unchanged.

There will also be 10 million more to Agea (from the Agency for disbursements in agriculture) to deal with the Covid emergency and 6 million more to the Ministry of the Interior for "the operation of central and peripheral structures".
