"The modalities of this assembly are also a sign of the difficulties we are facing, but at the same time they express the common will to move forward, to fight the epidemic, to consolidate the networks of mutual solidarity, to lay the foundations for restart of our country ".

This was stated by the president

Sergio Mattarella speaking at the assembly of the Anci.

THE INTERVENTION OF MATTARELLA

Here are the main points of Mattarella's speech:

Stop controversy broken down by partisan advantages

"We must make use of our sense of responsibility, to create convergence and collaboration between the forces we have available so that they operate in the same direction. Even with critical observations, always useful, but without dispersing them in displaced controversies or in the pursuit of illusory partisan advantages, in the face of an insidious enemy that can overwhelm everyone. Freedom risks weakening when the degree of cohesion and unity between the parties is lowered. This is the primary responsibility of democratic institutions, at all levels, and this is the lesson that the pandemic reaffirms strongly ".

Pluralism multiply energies, woe to divide

"This virus is still partially unknown, but, among other aspects, we realize that it tends to divide us. Between age groups more or less exposed to the most serious risks, between social categories more or less affected by the economic consequences, between the same institutions called to make the necessary - sometimes unpopular - choices to reduce the contagion and guarantee the necessary assistance to those in need. The pluralism and articulation of republican institutions are and must be multipliers of positive energies, but this disappears if , in the emergency, we divide ".

Nobody is mistaken with "it won't happen to me"

"Nobody be fooled by the thought" it will not happen to me ": this way of thinking has been shattered against countless cases of disillusionment, of people who thought so and were hit by the coronavirus. We had to - and still must - unfortunately cry death of many people, of all ages, even among young people. And we must not forget it, out of respect for them ".

Let us realize the gravity of the global pandemic

"On this occasion, I would therefore like to address - this time through the mayors - a new appeal to our fellow citizens so that they may all be aware of the seriousness of the danger of contagion; which is affecting the whole of humanity, everywhere, putting in difficulty and blocking the normality of life in most countries of all continents ".

Municipalities do not hesitate to take necessary decisions

"In these days the Municipalities can resort to the trade union power of ordinance by providing provisions more precisely linked to the conditions of their territory than national or regional ones. Health is a fundamental right. The duty to protect it requires that you do not hesitate to take decisions It is precisely by starting from this need that there is a need for a closer link between the levels of government committed to facing the emergency, so as not to jeopardize the overall coherence of the actions and strategies implemented ".

We need loyal institutional collaboration

"The difficulties have caused misunderstandings, which at times have made relations between the various levels of government rough. The principle of loyal institutional collaboration, which the Municipalities know well and practice - starting with the ANCI itself - remains the guideline on which effective lines to overcome the current crisis, avoiding the temptation to leave the responsibility of the most difficult decisions to others. Cooperation and accountability are appreciated by citizens and generate trust, because everyone knows that a game like this can only be won together and no one can claim to be right alone ".

The pandemic has changed the pace of life, let's not suffer them

"The pandemic has changed the rhythms of our lives, has affected times and workplaces and with them the use of spaces and infrastructures, designed and built for other needs. It belongs to the Republic to be able to read the signs of change, and to know how to create the paths so that the objectives of freedom, justice, social cohesion, which the Constitution entrusts to us, find application in the new time. We must be protagonists of change, and not succubus ".

We need the strengthening of territorial medicine

"Innovation involves, and will increasingly involve, even the major centers, the metropolises that are at the hubs of the main networks. Increasingly the quality of life, the air we breathe, the work we do our own, the time we free up, they will affect the same indices of development, as is already the case for health protection, which requires the strengthening of local medicine, support for research, growth in the culture of prevention and healthier lifestyles ".

EU up, Recovery will mark the next few years

"The European Union is taking on important responsibilities in this historic transition and is finally showing itself, as in other moments of crisis on the Continent, to be up to its tasks. The Recovery Plan will mark the coming years. Municipalities must be an important part of this restart that can give back to the younger generations opportunities that were in danger of failing ".
