Refreshments are not enough: government evaluates new 2020 deficit. Maneuver expected in Parliament

The announcement of the vaccines reveals a light at the end of the tunnel "to the Minister of Economy Roberto Gualtieri. He is also confident in the push coming from yet another load of measures: the 38 billion maneuver, the Ristori one and bis decrees for a total of 7.5 billion, without considering the next deviation, which should be 20 billion, and then maybe who knows, yet another, mini.

While waiting to get its hands on recovery, the government has to deal with the money it has, and which alone is not enough to "lead the country towards the phase of economic recovery", as Gualtieri said, and to give a hand to the companies affected by the measures.

Those "new" 20 billion should be used for interventions to be put in place in 2021. But the figure is tempting immediately.

Because it could serve, even now, to make Ristori one and bis more effective, and perhaps to finance a ter soon.

This is why there is already talk of a possible, further, deviation, perhaps in a single figure.

The economic question is intertwined with the political one.

The new deficit must be approved in Parliament with an absolute majority.

And, especially in the Senate - where the shift could be voted on next week - the numbers don't make the yellow-reds sleep peacefully.

There is always the hypothesis of a blue crutch, but it would cause many repercussions both in the majority and in the center-right.

For this reason, the government aims to limit risky voting.

This tangle could be dealt with by the Council of Ministers already this week.

Despite the train of measures, Confindustria and trade unions are not lenient with the government.

"The resources allocated are not sufficient to avoid chain closures and bankruptcies", said the number one of the industrialists, Carlo Bonomi.

And even his counterpart, the CGIL, CISL and UIL trade unions have to say: "the resources provided for a fair tax reform appear not to be sufficient".

While the governor of the Bank of Italy, Ignazio Visco, warns: "The fiscal and monetary authorities should continue to provide support. Withdrawing support too soon or a lack of timely intervention could fragment the recovery".

That the dialogue between the government and the trade unions is not going smoothly

is shown by the public administration strike proclaimed for December 9

, to protest against the "lack of the necessary resources to work in safety, to start the stabilization of the precariat".

The minister of public administration, Fabiana Dadone, accuses: "Someone is thinking of blocking Italy and putting the already fragile social standing at risk".

The House and the Senate must now divide up the tasks.

Although a day has passed since the definitive launch in the Council of Ministers, Montecitorio is still waiting for the budget to arrive.

The parliamentary process is however already marked: it will begin on Monday, with the hearings of Gualtieri, trade unions and trade associations, including Confindustria.

While on Tuesday it will be the turn of the Bank of Italy and the Court of Auditors.

"I am sure that the climate in the Budget Committee will be positive - said the president, Fabio Melilli (Pd) - All the requests I received from the political forces go in this direction".


In the Senate, however, the process of the Refreshments in the Joint Budget and Finance Committee begins on Wednesday.

Except that the number of amendments, almost 3,000, does not lead to a postponement.

Most of the requests for changes, about 2 thousand, are from the opposition.

Among those presented by the majority, one of the Democratic Party asks that the requirement of loss of turnover to access the non-repayable contributions is not calculated only on the month of April 2020 compared to April 2019 - as happens now - but over a longer period that goes from April to September 2020, or from April to June 2020, compared to the same period of the previous year.

Pending the definitive launch by the Chambers, the money allocated by the measures has begun to arrive.

The director of the Revenue Agency, Ernesto Maria Ruffini, explained that up to now non-repayable grants of € 7.6 billion have been made, among those provided for by the relaunch decree and the first refreshment decree.
