"We want to get out of this logic": the government wants to put an end to priority education networks

No more REP-classified schools and colleges: Secretary of State Nathalie Elimas exclusively reveals the government's plan to rep

REP or not REP?

This label, a foil for some parents, a sign for others of a more personalized follow-up of their child, could soon disappear.

After two years of procrastination, the government has decided: the map of schools and colleges signed "Priority Education Network" (REP) will be replaced by a system of contracts between National Education and institutions in difficulty.

Towards the end of priority education zones, too “stigmatizing”?

This is what the Secretary of State in charge of priority education, Nathalie Elimas, announces.

A change in philosophy that this former member of Parliament (LREM) from Val-d'Oise, a school teacher, wants to experiment in three academies at the start of the next school year, before a possible generalization.

Today, priority education is a card, with schools and colleges labeled "REP", and others not.

What will it be tomorrow?

NATHALIE ELIMAS.

Today, we are in the map - and we have the means - or we are not.

We realized that this fixed system creates threshold effects, and leaves structures by the wayside.

This is the case of vocational high schools, or so-called orphan schools, which are not attached to a REP college but which nevertheless have all the characteristics of priority education.

We want to get out of this zoning logic to give schools resources according to their project to help students progress, and social indicators.

The philosophy is to move towards more justice, and more flexibility.

Are current REP or REP + establishments going to lose funds?

No.

I want to reassure on this point.

We are not touching the REP + labeled establishments and for the year 2021, the REP card also remains.

At the same time, I am launching an experiment in order to test the new system: 3-year contracts, concluded between the school or establishment, and the rectorate, with a review clause to extend them if necessary.

This very fine work will be done academy by academy, but with a framework and a grid of national indicators.

How will this experimentation unfold?

It will concern, from September the academies of Lille, Marseille and Nantes.

The number of establishments concerned will be fixed before the end of December.

As part of the Grenelle education forum, which is currently being held, workshops are working on the technical modalities of implementation.

An experiment now, isn't that a way of leaving the hot potato to the next government, after 2022?

Our idea is to answer legitimate questions and fears about what REP's release might be.

The experiment will be monitored and will be assessed, starting in the spring, in a social dialogue process.

My goal is to try together and see.

If we can generalize immediately, because we have removed the doubts, we will generalize.

Otherwise, we'll adjust.

And even, if that does not work at all, we will reverse.

We must remain humble.

The majority of students from disadvantaged backgrounds are not in REP schools.

How can we help these young people, who have suffered greatly from the effects of confinement?

There are several devices, in particular educational housing estates, which we continue to deploy in 120 sites, and which I am considering adapting to rural areas, in order to create an educational ecosystem around the child, at school but also outside, from infancy to adulthood.

At the college, we will generalize before the end of the month “Homework done remotely” to allow as many people as possible to benefit from a public service of help with homework online, outside of school.

A sort of “SOS teacher listening”?

Yes, that is exactly it.

It could be a teacher, who takes a student, or a small group, remotely, on phone, tablet or computer, or a "quick help desk", called Bar, in which teachers from different disciplines answer the questions of the students. students when they do their homework at home.

I strongly believe in this device, because it allows parents to see how the teacher helps the child, and to be better able to support him afterwards.

What about families who have limited access to the Internet?

We will ensure that educational sites are free: going to these sites will not consume their Internet package, on the model of "toll free" telephony.

This measure, which is very useful for families who have very small packages, will apply at the latest at the start of the next school year.
