Compensation, digitization and, above all, simplification: these are three fundamental ingredients of the 'recipe' of the National Tax Authorities (Int) to modernize and make the tax system more efficient in the Peninsula.

This is the opinion of the president of the Association, Riccardo Alemanno, convinced of the value of work and the contribution of intermediaries in drafting the rules that should revisit the tax system of our country as soon as possible, without forgetting, however, the necessary protection of professionals who, even in the vortex of the pandemic, are guaranteeing the operation of the studies with the usual commitment, not without fears for their health and organizational difficulties, due to the restrictions decided by the government to stem the infection from Coronavirus.

Following the declarations of the director of the Revenue Agency Ernesto Maria Ruffini, who reported that the tax is "an issue that necessarily affects everyone's interest", therefore, the reform "the more it is shared, the more it will be avoided, then, having to recover ", the top of the Int underlines how" prominence "must be given to the function of the multitude of intermediaries, who act as the" front-office "of the tax authorities towards taxpayers", and who lend a work " indispensable "for the functioning of the entire" machine "for the payment of taxes; the number one of the tax association believes that the" guarantees for the work not only of our colleagues, but of the exponents of all the professional categories ". And, among the specific requests of the Int to the Legislator, with regard to the Budget Law, there is the" non-application of the Fiscal Reliability Indices (Isa) for the year 2020 ", as well as the" unburocratization

ione of the compensation of tax and contribution credits, the simplification of the electronic filing of documents with the Chambers of Commerce ", and the" deductibility of training costs incurred by young professionals, even if under a flat-rate tax regime ".

In this difficult phase for the country, Alemanno has already declared that "we must have the strength and the will to certainly think about the emergency, but at the same time we must know how to give indications for the future, since we will return to compete in the production sector, but to to do so it is already necessary to start eliminating the bureaucratic and regulatory obstacles that forced our country to walk, when the rest of the world was already running ".

Hence the decision to create, in recent months, the Int Committee for tax reform, led by the president of the Bruno Buozzi Association Giorgio Benvenuto who, among his objectives, proposed to submit to the Legislator a proposal to amend the Statute of the taxpayer's rights aimed at limiting the use of the exemption, to be used "only in the case of serious and non-postponable needs in the general interest of taxpaying citizens and the country" and, in any case, establishing "the precise prohibition of issuing rules, especially in the fiscal field, which have retroactive effect, unless the Legislator indicates the retroactivity of the provision, where an interest of the citizens-taxpayers is to be safeguarded ".
