It is the alternative proposed by the Italian Forum of Water Movements "to the strategy of relaunching the privatization processes contained in the Recovery Plan itself".



Re-publication of the water service, to be used within the first year of intervention (2 billion);

restructuring of the water networks (7.5 billion, to which add a further 2.5 billion of resources from the managers);

hydrogeological reorganization and land safety (26 billion, of which 50% from the Recovery Plan and the remaining 50% from additional sources of income): these are the three areas of intervention outlined by the Forum, which also identifies other sources of income.



This is the most onerous application of the 'chiinquina pays' principle;

the addition of an ad hoc portion of the concession fee for the withdrawal of mineral and spring waters destined for bottling;

of any assets;

and, finally, the elimination of environmentally harmful subsidies (SAD).



According to the Forum, the so-called "reform" of the water sector contained in the Recovery Plan "takes the form of a real strategy to relaunch privatization processes that focuses on the enlargement of the territory of competence of some large multiservice companies listed on the Stock Exchange that manage the fundamental public services network (water, waste, electricity and gas) assuming a monopolistic role in significantly large territorial dimensions. We highlight - concludes the Forum - as in the National Recovery and Resilience Plan the "real" amount of additional investments dedicated to water resources and interventions for hydrogeological reorganization equal to approximately 4 billion euro is completely insufficient ".
