Nicola Oddati, at the time of the events a member of the National Directorate of the Democratic Party and currently director of the Campania Region, and the former mayor of Pozzuoli (Naples) Vincenzo Figliolia, already involved in another similar investigation, are among the four people arrested by the soldiers of the Economic-Financial Police Unit of the Guardia di Finanza and by the policemen of the Flying Squad of Naples. A total of eleven precautionary measures were issued at the request of the Public Prosecutor's Office of Naples (Deputy Prosecutor Sergio Ferrigno, Deputy Prosecutors Immacolata Sica and Stefano Capuano) hypothesizing the crimes of complicity in corruption for an act contrary to official duties, trafficking in illicit influence and disturbed freedom of enchantment.
The investigating judge also ordered prison for Giorgio Palmucci (former president of Enit and member of the commission evaluating the bids for the award of the concession relating to the redevelopment of the Rione Terra in Pozzuoli) and for the entrepreneur Salvatore Musella.
At the center of the investigation are alleged disturbances in the tender for the concession of the Rione Terra di Pozzuoli; corruption for the award of another public concession; alleged illicit intermediation both for the business of converting the Rione Terra into a hotel structure and also for other public contracts. Salvatore Della Corte, Musella's collaborator and nephew, and Gianluca Flaminio have been placed under house arrest.
Finally, the five obligations to report to the judicial police concern the municipal employee and collaborator of the former mayor Figliolia Angelo Tortora; the former executive director of ENIT, Giovanni Bastianelli; the professional Antonio Carrabba, Musella's collaborator; Sebastiano Romeo, former regional councillor in Calabria, candidate for provincial secretary of the Democratic Party in Reggio Calabria and Luciano Santoro, also of the Democratic Party, former provincial secretary in Taranto, former municipal councillor in Grottaglie and former provincial councillor in Taranto.
