The Russian Investigative Committee said its investigation into the Crocus City Hall massacre revealed that the perpetrators of the attack received "significant sums of money and cryptocurrencies from Ukraine that were used to prepare the attack." In particular, the initial results of the investigation revealed "evidence" of the connection
between the perpetrators of the attack and "Ukrainian nationalists". The Committee also reported that it had arrested a person accused of being involved in terrorist financing.
"Accusing Ukraine, the USA or whoever else suits the Kremlin's narrative is pure propaganda", commented the spokesperson of the American National Security Council, John Kirby in a briefing with a small group of journalists, reiterating that "the the only person responsible for the attack on Moscow is ISIS" and that the United States had shared information about a possible attack with Russia.
