The day after the "reintroduction" of the earthquake super bonus, which effectively overcomes the block on the assignment of credit and invoice discounts for works relating to the reconstruction of the Apennine crater, the administrators of the municipalities affected by the earthquakes breathe a sigh of relief. The reconstruction of Amatrice, Norcia, Camerino, Visso, Ussita and Arquata del Tronto - just to name some of the most damaging villages - is safe for the moment. Although there are those, like Mario De Carolis - mayor of Cascia - who urge us not to lower our guard. "The danger has escaped for the moment - he tells ANSA - but post-earthquake reconstruction must never go out of fashion in the thoughts of the government and all the other institutions".
The latest draft of the decree provides that the stop to the invoice discount and the transfer of credit does not apply to properties damaged by the earthquakes in Abruzzo, Lazio, Marche and Umbria in 2009 and 2016, however within the limit of "400 million for the year 2024, of of which 70 million for the seismic events" of 2009.
It will be up to the Commissioner for reconstruction to ensure "compliance with the spending limit". A formulation that wards off the fears of the first citizens who however invite them not to lower their guard.
