Radical change in driving instruction is required

As carnage intensifies on the roads this year, scholarly interpretations are being heard - most of them pointing accusatory fingers at the police, judiciary, infrastructure and government. But if you really want to put an end to the terrible tragedies on Israeli roads, the key is to ensure optimal control of the grips of the 52 driving skills, as published by the Ministry of Transportation itself.

Some time ago, I went out with an experienced driving instructor to test the driving skills of a driver who hit his pedestrian and caused his death. The driver was alcohol-free while driving. We found that the offending driver does not master 20 of the 52 required skills, that is, close to half the skills. The State of Israel has granted the driver of the Dorse a license to kill.

The test set is the one that dictates the level of instruction, and not the other way around. The quality of teaching and its execution depends on the assessment tool through which the student's knowledge, skills and adaptation are tested. Assignments learned during lessons are a function of the exams applied during the test. In other words, the test is what dictates the nature and content of the lessons. The evaluators set the standards to allow clear and clear action to achieve the teaching objectives. The lack of standards is the cause of bad drivers taking the wheel on the roads and hurting innocent people every day, and blaming the environment and themselves.

Just as the Ministry of Education decides to make a decision to bring improvement in one of the subjects, so does the driving studies. The curriculum must be fundamentally changed; The revised programs must be sent to institutions and teachers, together with explanations and implementation guidelines; And finally, the public should be notified of the changes in the media.

And, as in the education system, these do not guarantee that the new curriculum will be implemented carefully. Like classroom teachers, driving teachers also find it difficult to change their established habits, and sometimes they remain true to the "old methods" they are used to. Unfortunately, professional supervision is also of no use because, during supervisors' visits, it is natural that teachers try to give a successful and impressive "purpose view" and prove that they are implementing the new programs.

There is only one way to ensure that such a change is realized in the field: to announce that as of a given date, learners will be tested in accordance with the new curriculum. In such a case, teachers will not have a choice but to parent according to the new format.

Minister of Transport Israel Katz has invested in roads and infrastructure, but has not revolutionized the quality of driving. Hopefully, they will continue to radically improve the driving culture in Israel.
